Project Description:

The overall objective of this project is to support the implementation of the EUR 400million loan operation “Ukraine Agri-food APEX Loan”. The operation is a line of credit which aims to provide investment funding to the Ukrainian cereals, oilseed and aquaculture/fisheries value chains. Key private sector gaps in investment, that are anticipated to be addressed by the loan finance, include agricultural field machinery; drying, storage, processing and logistics capacity; and investments in aquaculture and cold chain infrastructure in the fish sector.
Specific objectives of the technical assistance operation are as follows:
(i) expedite the on-lending of Agri-food APEX Loan finance to eligible private and public sector final beneficiaries investing in eligible technological modernisation sub-projects in the cereals, oilseed and aquaculture/fisheries value chains.
(ii) maximise the impact of such investments on productivity, product quality and competitiveness throughout the target value chains, through supporting the adoption by final beneficiaries of improved practises and processes, in line with Ukraine’s commitments to approximation to EU standards.


Job Description:

 The key expert for agriculture finance will provide technical support for the project implementation, including:

  • awareness campaigns and trainings of final beneficiaries on credit application and business planning, and on technology identification and adoption;
  • training and consultancy services to participating financial intermediaries.
The key experts will further assist in PIU activities, including the identification and implementation of public sector support investments.


Qualifications:

  • University degree in agricultural economics, economics, agriculture/rural development, or other relevant field;
  • Professional experience in the fields of agriculture finance, agricultural investments, agricultural lending;
  • Work experience as a key expert of EU-/ EIB-funded agricultural projects;
  • Experience in implementing agricultural projects with a focus on institutional and capacity development in middle-income, preferably Eastern European neighborhood countries;
  • Work experience in Eastern European neighborhood countries, ideally in Ukraine;
  • Good knowledge of Ukrainian policy and institutions and the agricultural sector;
  • Fluency in both written and spoken English, good knowledge of Ukrainian/ Russian is an asset;
  • Initiative, tact and proven ability to maintain harmonious working relationships in a multicultural setting with good team spirit.
