Policy Advice for Environment and Climate Change (PAKLIM) Component 3: Greenhouse gas reduction and energy efficiency in industries and industrial parks

Project Summary The TC-programme module PAKLIM focuses on the promotion and implementation of national environmental and climate policy in Indonesia.
Objective of PAKLIM: The national government, Indonesian cities and industrial companies plan and implement new climate strategies and instruments.
The consultant was responsible for the implementation of the component 3 of the PAKLIM programme. GHG mitigation and energy efficiency in industries and industrial parks.
Objective of the Component 3: Models on efficient and effective measures to mitigate greenhouse gas emission in the industries will be tested and be available for distribution.
Services provided
  • Activity Area 1: Elaboration and implementation of GHG inventories / energy audits in industry: identify strengths and weaknesses of GHG inventories and energy audits applied in the industry in Indonesia, and prepare improvements and/r tools to facilitate their implementation. .
  • Activity Area 2: Facilitation of voluntarily signed agreements between companies and the Ministry of Industry: test the VPA concept and agree procedures with the industry how to come up with measurable, reportable and verifiable) results. Negotiating with the industry about conditions for their involvement.
  • Activity Area 3: Capacity development for energy managers, estate managements and service providers aiming to support industrial companies to mitigate GHG emissions, as well as to monitor/measure, report and verify (MRV) the respective reductions
  • Activity Area 4: Development of concepts to establish Energy Service Companies
  • Activity Area 5: Support for the development of climate change relevant incentive schemes with the goal to reduce GHG emissions in Indonesia
  • Activity Area 6: Supporting mitigation activities through a Public Private Partnership approach: support their implementation and testing for replication.
