Project Description:

The main aim of the programme is to assist the Department of Associations (DoA) in the Ministry of Interior (MoI) to improve the legal, technical, administrative and institutional capacity of the Turkish government in the Civil Society Organizations (CSOs) sector. The Technical Assistance Team (TAT) is expected to support the DoA in the provision of the services under the following components:

  • Component 1: Strengthening the institutional and organizational capacity building of the DoA.
  • Component 2: Designing of human resources policy of the DoA including staffing, definition and allocation of roles and training.
  • Component 3: Adjusting the associations’ legislation in compliance with the EU Acquis.
  • Component 4: Setting up of an information system for the DoA, CSOs and the Public. 
  • Component 5: Raising communication strategy and dissemination of information
Job Description
  • Consolidate the administrative and organisational capacity of the DoA.
  • Assess CSOs’ needs in terms of public services and standardized mechanisms.
  • Establish a code of conduct for the DoA civil servants including standardized public services mechanisms.
Qualifications:
  • Graduate Degree in Social Science or relevant fields.
  • Familiarty with EC Project Cycle Management.
  • Seven years (preferably more) experience in international technical assistance projects, preferably related to partnership approaches between public sector and civil society.
  • Two years (preferably more) experience in EC-funded projects in EC pre-accession countries.
  • Two years (preferably more) experience in working on public administration issues in the public-civil sector, preferably in Turkey.
  • Fluency in English.
  • Turkish would be an additional asset.
  • Full computer literacy.
