- For result 1:
- Carrying out a midterm evaluation of the implementation and of the contribution of PROADES to PRODDEL (Additional value of the Budget Support).
- Consultancy to the Honduran Government and the central association of the local administrations (AMHON) in formulating the policies as well as the basic legal conditions for decentralisation.
- Support in putting into practice the plan for institutional strengthening in the specific context of the application of the policy and of the legal framework for decentralisation.
- Strengthening the communal information system (SINIMUN) with regard to the quality of the information in the communal statistics.
- Support to the tripartite forum for decentralisation (FTD), in order to improve its efficiency.
- Strengthening the powers to act in the application of the law on regional planning.
- For result 2:
- Advisory services during the process of discussion and passing of the bill for the law on communal finances, in particular with regard to its compatibility with local government law.
- Support in the elaboration of the national strategy for the implementation of the system of communal finance administration (SIAFI Municipal), in order to guarantee an efficient control of the communal finance system.
- Support in the implementation of the national policy for communal training and technical consulting, taking into special consideration measures for the strengthening of the communal finance system.
- Support in the elaboration, passing and gradual implementation of the bill for local, civil service careers policy.
- For result 3:
- Adaptation of the handbooks and instruments such as social audits, as well as development of an effective national system of civil control and of the social audits at communal level.
- Moderation of seminars for actors from the local civil society and experts on relevant subjects in the context of decentralisation.

Project Summary
|
The program of Support to Decentralization (PROADES) is embedded in the National Strategy for Poverty Reduction (ERP) and in the National Program for Decentralisation and Local Development (PRODDEL). The overall aim of the project is to make a contribution to poverty reduction and to the setting up of a modern and efficient public administration. Instrumental in achieving this are the decentralisation of the public sector and, in particular, the strengthening of the poorest local administrations which are supported by PROADES via Budget Support. Specific aim of the consulting contribution, which accompanies the Budget Support, is the consultancy service and support to the public institutions at central level and to the subnational, regional corporations in the further development and implementation of PRODDEL. This should take place in the context of the national decentralisation policy, through strengthening the powers of public administration (at central and local level), as well as those of the Honduran civil societys capacity to act. The following results are expected from the program: 1. Strengthening the management capacity of the actors in the practical implementation of the policy, and the creation of the legal framework for decentralisation. 2. Strengthening the powers of the communal administrations in their role as essential actors in the decentralisation process. 3. Conception, development and implementation of incentive mechanisms, procedures, norms and measures, which bring about stronger civil participation at local level, making provision for equality of the sexes. | |
