For its Africa Department GFA is looking for a motivated economist / political scientist / public administration specialist with a professional background for the following areas: Decentralisation (political, administrative, fiscal) and Public Sector Management (public governance, public administration and institutional reform and management). |

Job Description
|
|
The Consultant will be team member of the Africa Department. He / She will be responsible for individual tasks assigned and will work in close cooperation with his team colleagues as well as with experts from other departments and projects.
His / Her tasks will be :
- Elaboration and coordination of technical and financial proposals for tenders in cooperation with other staff members
- Backstopping and administrative coordination of projects and studies
- Implementation of short term studies in Africa as well as in other regions
- Development of own technical competence in the field of decentralisation, local governance, local development, public sector management and decentralised implementation of poverty reduction strategies etc. through training on the job, short-term missions and technical proposals preparation as well as contributing to at least one of the eight strategic business areas of GFA Consulting Group
- Providing input to the technical competence of the department, particularly in the field of decentralisation, public sector management and reform processes in public management
- Contribution to GFA public relations (journal articles, presentations)
Willingness to carry out short, mid to long-term assignments in development projects in Africa or other regions will be assumed. |

Qualifications:
|
|
MSc or PhD in Economics, Political Science or Public Administration/Public Management. Experiences in developing countries should have been acquired in the context of development projects or master thesis, post-graduate studies or doctoral thesis. 3 to 5 years working experience in the context of Development Cooperation is highly desirable.
Language skills: Fluency in English and French is highly desirable. Very good knowledge of German is obligatory.
Other skills: Interdisciplinary analytical proficiency, management skills, client oriented communication, flexibility, pragmatism, improvisation skills, demanding in terms of own working standards, social competence, stress resistance and team orientation. |
