Feasibility studies in health systems development

The purpose of the feasibility study was to support the Government of Kenya in the development of the next KfW-funded health sector program. The study supported the Government of Kenya to streamline and integrate its current approaches – social franchising, procurement of contraceptives, the support of gender-based violence survivors and access to reproductive health services through output-based financing - into the new Kenyan health financing strategy and in the move towards universal health coverage. In the upcoming phase German Financial Cooperation will focus on supporting the Kenyan Government in establishing social health insurance systems for the poor in line with the new Constitution.

KfW has taken up the suggestions of the project team to support health system strengthening in general and to introduce a subsidized health insurance for the poor. To clarify the organization of the future health insurance, two teams were commissioned with a follow–up study in November 2013.
