GFA experts supported the ministry in its sector policy process review. The review of the institutional framework had been made necessary because of an amendment of the Kenyan Constitution in 2010, and a related devolution process which transfers responsibilities including in the domain of irrigation to 47 counties. The revised policy specifies mechanisms that address all aspects of irrigation sub-sectors and re-aligns them to the new framework for the central and county level of government and irrigation users to work together harmoniously.
