Forest Program (FORCLIME-FC)

GFA supported the Ministry of Environment and Forestry (MoEF) in formulating, implementing and monitoring of the Financial Cooperation-module of the Forest and Climate Change (FORCLIME) Program that contributed to the Indonesian climate policy by reducing emissions from deforestation and forest degradation (REDD).
The program implemented strategies for forest conservation and sustainable forest management resulting in reduced GHG emissions from the forest sector and improved living conditions for the impoverished rural population. The program had three outputs: 

(1) Measures to achieve readiness financed: Carbon stock estimates for various forest types are available in selected districts, sub-national reference levels are available in selected districts, monitoring systems are operational in selected provinces/districts
(2) Investment program in REDD demonstration activities realized: Integrated land-use plans are available for selected districts, number and area of demonstration activities funded, number of people using new techniques and innovations by EOP.
(3) Innovative and fair incentive payments and compensation schemes developed and tested: Payment distribution mechanism in place, ombudsman set up, transparency is secured, monitoring and verification entities operational at local level.

The project was implemented in close cooperation with the Technical Cooperation-module coordinated by GIZ.
