Inclusive municipal development and decentralization

The project "Inclusive municipal development and decentralization" (ProDéCid) empowered rural municipalities in their role as key actors for local economic development. The program comprised four fields of intervention:

  1. Municipal income management and citizen-centred bugeting,
  2. building the capacities of municipalities to collaborate with the private sector,
  3. improvement of  the management of municipal service delivery, and
  4. improvement support of municpalities by key actors of the decentralization process.

The overall module objective of the program stated: Selected municipalities carried out their role as actors of poverty-oriented local development in an improved manner. Key partners of the overall program were the Ministry of Interior and Decentralization as well as the Ministry of Finance. Relevant partners were deconcentrated structures of ministries, other sector ministries and line ministries as well as regional administrations. Supported by two project offices in Antananarivo and Diego Suarez, the intervention areas of the program were the three regions of Analamanga, Boeny and Diana.
