M&E for framework partnership agreements with associations of local authorities

Five global and regional Associations of Local Authorities (ALAs) and the European Commission (EC) signed Framework Partnership Agreements (FPAs) in 2015 which are valid until 2020. With the FPAs, the EC has launched a new aid delivery modality. The FPAs have been signed under EC’s "Civil Society Organizations – Local Authorities Thematic Programme 2014-2020", which focuses, in its Objective 2, on Support to Associations of Local Authorities and Civil Society Networks. The FPAs lay the foundations for a partnership between the EC and ALAs which has a double dimension: political and operational. The political agreement rests on a set of common objectives, located at the junction of EC’s policy on Local Authorities and ALAs’ multiannual strategies, and aimed at promoting good local governance and service delivery to local populations, sustainable and inclusive urbanization, sustainable development, decentralised cooperation and decentralization. Complementary to the FPA, a Specific Grant Agreement (SGA) has been signed, which establishes the financial provisions for projects and actions to be implemented within the agreement.
