The German federal government supported the implementation of the principals of Good Governance in Afghanistan. Special focus of German engagement was on three thematic fields: rule of law, political participation and public administration. The overall objective was therefore to increase the trust in the legitimacy and the functional capacity of state institutions and to improve the provision of government services.

On behalf of the German Federal Ministry for Economic Cooperation and Development, GIZ had commissioned GFA to implement three service packages within the technical assistance project Regional Capacity Development (RCD). The objective of RCD was to improve the capacity of the state for service delivery at sub-national level. The project operated at three levels of intervention:
A - Improvement of vertical cooperation in multi-level system
B - Improvement of administrative capacities at sub-national level
C - Improvement of the relationship between state and society at the sub-national level

The immediate target groups were sub-national administrative structures of Afghanistan, particularly in the six focus provinces of Badakhshan, Baghlan, Balkh, Kunduz, Samangan and Takhar.
