The objectives of the Municipal Support Team (MST) as a component of the Subnational Governance Program (SUNAG) were to contribute to enhanced urban governance, more inclusive and efficient urban management as well as improved infrastructure and service delivery in selected municipalities.
The main task of MST was the provision of consultancy services and technical support to the Department of Urban Development and Building Construction (DUDBC) under the Ministry of Urban Development (MoUD) for the implementation of the ‘Urban Governance and Development Program: Emerging Town’s Project (UGDP:ETP)’with the objective to improve the capacity of the participating municipalities to plan, implement and fund urban development activities.

C³ training activities focused on developing a pool of local training experts and training manuals to enhance public services. Based on existing material, course concepts were adapted and training material newly developed, following the action-learning principles of C³. After piloting, GFA revised the new course training materials.
