The assignment objective is to develop and secure the endorsement of the UNDP-GEF full-size project entitled “Removing Barriers to Promote and Support Energy Management Systems in Municipalities (EMS) throughout Serbia”, including preparation and submission to the GEF Secretariat of the following documentation package:

• UNDP-GEF Project Document
• Global Environment Facility Chief Executive Officer (GEF CEO) Endorsement Request document
• GEF Climate Change Mitigation Tracking Tool
• Environmental and Social Safeguards Report
