Project description

The European Commission Service for Foreign Policy Instruments (FPI) and the Directorate-General for Communications Networks, Content and Technology (DG CONNECT), in collaboration with the European External Action Services (EEAS), launched the “International Outreach for a human-centric approach to Artificial Intelligence” Project (InTouchAI.eu).

The project contributes to “the setting up of a framework for ethics and trust to enable the growth of AI in accordance with EU and universally recognised values and prepare the ground for global alliance building in this field”.

One of the key goals of the project is to provide support to the Commission Services in preparing technical discussions to be conducted under bilateral policy dialogues with like-minded countries and to assist in promoting the networking and partnership-building to explore engagement opportunities for joint activities with key partners. In a first instance, the project has mapped and analysed the AI landscape in Australia, Japan, Canada and India. With the upcoming assignments, this focus will be broadened to other countries and their AI ecosystems.

Job description

Please note that these ToRs are still in draft form and therefore subject to change before the study implementation begins.

For the implementation of the project, GFA is looking for various (senior) experts for various short-term assignments of tentatively 22 Working Days over a period of 4-5 months.

The expected assignments aim to provide, under the direct guidance of the key expert team, a mapping of the human-centric AI landscapes in South Korea, Singapore and Israel respectively. Such mapping studies may include the identification and analysis of key stakeholders, the regulatory and policy frameworks and initiatives, (national) strategies, as well as research and private sector activities (past, current and planned), as well as any other noteworthy aspects of the respective ecosystems.

To this end, the experts are expected to conduct the following tasks:

  • identification of key stakeholders (public/private sector, civil society and academia)
  • analyses of the relevant ethical, regulatory and policy frameworks, initiatives and (national) strategies;
  • charting of relevant research activities and priorities;
  • formulate recommendations for follow-up activities to promote contributing developing a common approach to human-centric AI which are in line with the EU perspective.
The mapping exercise should ideally:
  • offer a comprehensive overview of the respective country’s AI landscape and ecosystem,
  • highlight key similarities or differences in approach/objectives compared to the EU’s human-centric approach as a point of reference; ,
  • identify high-level AI use cases or priority sectors for AI application
  • and pinpoint potential entry points for deepening bilateral cooperation with the EU.
These three studies will be conducted in parallel, but potential candidates will be assessed separately by country. Please specify for which country(ies) you are applying.

Qualifications

General professional experience:

  • Minimum of 7 years full-time proven post-graduate experience relevant to the assignment;
  • Experience in technology policy and/or research and innovation would be an advantage.
 
Specific professional experience:
  • Proven professional experience in the field of AI policy and/or research and innovation;
  • Proven relevant experience within the target country/region (and its AI/ICT ecosystem in particular). 
 
Qualifications and skills:
  • University degree in a discipline relevant to the subject of the assignment (or alternatively 3 years of proven relevant experience additional to the requested minimum of 7 years of general professional experience);
  • Thorough understanding of the European human-centric approach to AI and recent policy developments is a strong asset;
  • Full proficiency in English and excellent writing skills;
  • Good knowledge of (relevant) national language(s) may be necessary and will be an advantage;
  • Ability to use independently standard office software and Internet applications;
  • Capacity to work in a team and under time pressure.
