The project aims to substantially decrease water shortages, increase reliability of water supply and timely delivery, which allow for a significant shift of cropping patterns towards higher added value crops and, ultimately, to the growth of the agricultural GDP and thus achieve financially sustainable and cost recovery irrigated agriculture.
GFA Consulting Group GmbH has recently been shortlisted for the services of an Accompanying Measures Consultant, which shall be provided in parallel to the services of an Implementation Consultant, responsible for quality assurance, detailed design and construction supervision.

The Accompanying Measures are divided into following major fields of activities:

  • Assessment and GAP analysis of capacity of stakeholders and institutions including an assessment of the legal aspects of river basin management in Armenia.
  • Support to farmers enabling them to make best use of the improved irrigation system with timely availability of irrigation water in most of the irrigable area and modern irrigation techniques and inform on production technologies for High Value Agriculture Products (HVA).
  • Study of the Akhuryan Water Basin management plan, field investigations, development of recommendations on possible necessary revisions and elaboration. Support the River Basin Management Organisation (RMBO) in improving its functions based on capacity assessment under the first activity mentioned above.
  • Awareness raising campaign among stakeholders.
  • Support to the Armenian Territorial Development Fund in implementing the project according to international environmental and social safeguards.
  • Capacity Building for organisations active in the water resources management and consideration of the findings in future aspects of the services, including the planning of the trainings

Job description

The proposed International Agriculture Expert will be responsible for all project activities related to agriculture and irrigation, which include mainly the identification, development and implementation of capacity development measures of key stakeholders, based on needs assessments.  The Expert has to assess contribute to GAP analysis. Part of his/her assignment will be to develop ToR, to provide trainings (including ToT) and to set up demonstration fields. The Expert will be working in close collaboration with the other Key Experts and mobilise, as well as supervise short-term experts from an expert pool and local/regional consulting firms or NGOs in his/her field of expertise. He/she will set up information campaigns on production technologies for high value agricultural products (HVA) and will be responsible for the timely implementation of the assigned activities.


  • Minimum 10 years of general professional experience
  • At least a Master’s Degree in agriculture, agriculture economics, food technology, applied economy, marketing or similar fields.
  • Proficiency in written and spoken English, Armenian or Russian is an asset.
  • Specific professional experience:
  • At least 5 years of experience in agricultural production, farm management, agricultural marketing, food marketing, food processing or similar
  • At least 2 years’ experience in High Value Agriculture production under irrigation, and/or agricultural value chain development
  • Experience in the set-up of demonstration fields, in particular with drip and sprinkler irrigation is an asset.
