Project description
This EU-funded technical assistance project aims to strengthen public financial management (PFM) in Bangladesh by supporting key government institutions in implementing the PFM Reform Strategy 2025–2030. The project focuses on improving fiscal governance through digitalization, enhanced revenue systems, better budget planning, and stronger macroeconomic statistics.
Job description
The Senior Policy Advisor will support high-level policy dialogue and reform implementation in public financial management, working closely with government institutions and stakeholders. The role focuses on strengthening PFM policies, institutional frameworks, and stakeholder engagement, ensuring alignment with national priorities and international best practices.
Key Responsibilities include:
- Provide strategic policy advice on PFM reforms, fiscal policy, and public administration.
- Support design and implementation of PFM strategies and reforms, in collaboration with government counterparts.
- Facilitate policy dialogue between the EU, government institutions, and other stakeholders.
- Strengthen institutional capacity, including support to ministries, parliament, and oversight bodies.
- Promote transparency, accountability, and citizen engagement in public finance processes.
- Support capacity building and knowledge transfer, including training and engagement with civil society organizations.
Qualifications
- A Master’s degree in economics, finance, public policy, law, public administration or another relevant field (or, in the case of a Bachelor’s degree, an additional 4 years of relevant professional experience) is required.
- Excellent oral and written English (C1) and Bangla (C1) are essential.
- At least 7 years of experience in public financial management, fiscal policy and/or public administration, with a proven track record of engaging in policy dialogue with government counterparts is required.
- At least 5 years of experience working with the Ministry of Finance/ Planning/ Economy or similar government institutions on the formulation, review and/or implementation of national PFM policies and/or strategies is required.
- Experience designing and delivering training/ workshops for government officials and CSOs, including to support effective participation in budget processes and advocacy for fiscal accountability and transparency is an asset.
- Previous experience in South Asian countries is required.
