Project description

The EU-GCC Dialogue on Economic Diversification project initiated its activities in April 2018. Its overall objective is to contribute to a stronger EU-GCC relationship by supporting the GCC countries’ ongoing process of economic diversification, away from hydrocarbon dependent sectors.
 
The project seeks to consolidate EU’s position as a partner of choice for GCC countries for cooperation on economic diversification strategies, macroeconomic stability, trade and investment and research and innovation.
 
The specific objective of the project is to promote climate-friendly trade, investment and economic affairs-related policy analysis, dialogue and cooperation between stakeholders from EU and GCC at both regional and country levels in the context of the GCC economic diversification process. Besides supporting the formal government to government dialogues, the project is engaging in a number of other activities such as policy analysis, dissemination of information, exchanges between a variety of public and private stakeholders, organization of business fora etc. The project facilitates the EU’s engagement both on a regional as well as bilateral level with each of the six-member countries of the GCC.
 
The project operates within the policy framework set by the EU Commission’s recent publication of the Joint Communication to the European Parliament and the Council on ‘A Strategic Partnership with the Gulf’. The Joint Communication addresses a series of key policy areas, presenting concrete proposals for strengthened EU-GCC cooperation on inter alia, trade and economic diversification, digitalization, research and innovation, space, youth employment and business creation.

Job description

As the strategic importance and technical scope of EU-GCC relations is constantly growing, GFA is looking forward to expand it expert network across the following work packages:
 

  • Policy analysis
  • Research studies and concept papers
  • Events management in different GCC countries
  • Direct stakeholder engagement and outreach in different GCC countries
With regards to technical expertise in the context of research related tasks, we are looking for subject-matter experts in the following areas:

  5. Entrepreneurship & Innovation Promotion
  6. Organisational Modernisation

  8. Food Security & Modern Agriculture

  12. 4th Industrial Revolution & Digital Transformation
  13. Renewable Energy

Qualifications

For senior experts:

  • University degree in a discipline relevant to the subject of the project/assignment or alternatively 3 years of proven relevant experience additional to the requested minimum of 7 years general professional experience;
  • Experience in working in the GCC region
  • Minimum of 7 years full-time proven post-graduate relevant experience to the assignment;
  • Fluency in English is necessary;
  • Fluency in Arabic is an advantage or, in certain cases necessary;
  • A strong familiarity with and understanding of the European Union, its functioning, its diverse policy areas etc. is necessary or, in certain cases an advantage;
  • Full computer literacy;
  • Previous experience of working on donor funded technical assistance projects is preferred.

For junior experts:

  • University degree in a discipline relevant to the subject of the project/assignment or alternatively 3 years of proven relevant experience additional to the requested minimum of 3 years general professional experience;
  • Experience in working in the GCC region
  • Minimum of 3 years full-time proven post-graduate relevant experience to the assignment;
  • Fluency in English is necessary;
