Project Desciption

The significant cultural value of the Ganges River stems from the fact that the Hindus regard the river as holy and as a goddess and salvation bringer for the deceased. However the Ganga River is ranked among one of the most polluted rivers in the world. High levels of organic and bacterial pollution within the river are causal to several impacts that negatively affect human health, agriculture, urban services and the environment. The client, the State Program Management Group (SPMG), Uttarakhand has set an objective goal of striving to achieve the effective abatement of pollution, along with conserving the river health whilst maintaining minimum ecological flows with the aim of ensuring good water quality and environmentally sustainable development. In this context, the project comprises the rehabilitation and expansion of the existing wastewater systems from two towns within the State of Uttarakhand, namely Haridwar and Rishikesh. The overall purpose of the project is:

  • to reduce the inflow of untreated wastewater into the River Ganga and, thereby, to improve the water quality of the river
  • to extend and improve the supply to the urban population, with an environmentally friendly infrastructure, especially sewage infrastructure in Haridwar and Rishikesh
This is to contribute toward the overall goal of Indo-German Development Cooperation (DC), in the urban development sector, namely sustainable, socially balanced and inclusive urbanization (SDG 11).

Job description

Chief Resident Engineer (PMC-KE 4) (ToR, p. 102)

The expert will be responsible for the overall construction supervision of the project measures. S/he will supervise and give guidance to the resident engineers and site engineers, also at UPN level. S/he will also manage all contractual parts and will advise the PMU in this respect on all contract related matters. He shall advise the PMU on all claims, disputes and variation orders.




  • Minimum: Bachelor degree in Civil or Environmental Engineering
  • Preferred: Master degree in Civil Engineering


  • Minimum: Routine user of MS Office applications
  • Preferred: Strong reporting skills


Professional Experience (Construction Supervision of international projects)

  • Minimum: 10 Years
  • Preferred: 15 Years

Provision of similar services in assignments longer than 12 months:

  • Minimum: 2 projects
  • Preferred: 5 projects 

Type of Project

  • Minimum: Supervision of ad-measurement urban sewerage networks contracts
  • Preferred: Supervision of projects including DBO contracts related to Wastewater Infrastructure


International Experience

  • Minimum: 10 Years
  • Preferred: 15 Years

Regional Experience

  • Minimum: -
  • Preferred: 5 Years

Permanent or long term with the tenderer

  • Minimum: Permanent (more than 24 Person Months in the last 5 years)
  • Preferred: 5 Years

Other specific experience
