Project description
The MENA Energy and Clean Tech Facility will aim to strengthen the technical capacity of partner countries in the MENA region to design and implement policies and regulations that encourage private sector investments in renewable energy, energy efficiency and clean tech. The support of the MENA Energy and Clean Tech Facility is expected to consist of 1) specific technical support in areas identified jointly with partner countries through policy dialogue, 2) Triangular Cooperation such as the organisation of study tours or technical assistance exchanges to facilitate technical knowledge or policy transfer between countries, 3) support dialogue through the organisation of conferences, seminars and workshops to exchange experiences and approaches and 4) support EU development cooperation projects through short-term demand-driven interventions.
Job description
Indicative responsibilities:
Strengthening the clean-tech manufacturing base in the Southern Neighbourhood by identifying industrial bottlenecks, value-chain opportunities, and business collaboration pathways that can support investment, industrial partnerships, and stronger EU–Mediterranean linkages in renewable-energy and clean-tech manufacturing. Work includes value-chain diagnostics, manufacturing readiness assessment, industrial partnership models, constraints in standards, certification, workforce, logistics, suppliers and market access, recommendations to improve manufacturing attractiveness.
Qualifications
- At least a Master's degree in industrial engineering, manufacturing or another field relevant to clean-tech manufacturing and industrial development.
- Language skills: Advanced English language skills of at least C1 (understanding, speaking, writing in accordance with CEFR) required. A good command of French of level C1 (understanding, speaking, writing in accordance with CEFR) is considered an asset.
General professional experience: - 10+ years of general professional experience in industrial development, manufacturing-sector advisory, value-chain development, or investment-related industrial policy.
- Experience in complex multi-stakeholder assignments involving both public and private actors.
- Experience in regional or multi-country assignments would be highly relevant.
Specific professional experience: - 7+ years of experience in industrial policy, energy manufacturing value chains, supply-chain development, or clean-tech ecosystem development.
- Experience in analysing supply chains, value chains, industrial bottlenecks, or competitiveness constraints.
- Experience in supporting industrial partnerships, market linkages, or business collaboration relevant to manufacturing sectors.
- Experience in the Mediterranean / MENA region, or in comparable emerging-market industrial settings, would be highly advantageous.
- Familiarity with critical raw materials, circular approaches, or resource-efficiency aspects of clean-tech value chains would be an advantage.
