The objective of this assignment is to engage a qualified consulting firm (the “Consultant”) to support OSHEE and OSSH in strengthening their technical and operational capacities for planning, operating, and maintaining Albania’s electricity distribution network.
The core focus of the assignment includes:
• Delivering targeted capacity-building measures, including structured technical training and occupational health and safety (OHS) improvements;
• Ensuring seamless interoperability between these tools and the newly established SCADA infrastructure at the Distribution Control Centre (DCC) in Tirana. The DCC comprises a main and a backup center and includes key systems such as the Distribution Management System (DMS), Load Dispatch System (LDS), and other IT-integrated platforms.
More specifically, the Consultant will provide technical expertise, institutional support, and tailored training to ensure the effective deployment, integration, and use of these critical operational systems.
The Consultant must demonstrate that it has a team of suitably qualified and experienced experts with the necessary academic and professional qualifications to meet both the technical and management requirements, including Environmental, Social, Health, and Safety (ESHS) aspects. The proposed experts should have relevant experience in similar projects and countries to ensure effective project implementation.
Experience in mitigating environmental and social risks in energy or utility projects
Experience conducting EIAs, applying social safeguards, and integrating ESG frameworks in energy or utility projects
Experience implementing occupational health and safety measures, risk mitigation strategies, and ensuring compliance with OHS standards, NEBOSH Certification (or equivalent)
Experience in integrating gender equality policies in energy or utility projects
Experience managing projects funded by International Donors or DFIs (e.g., KfW, AFD, World Bank, EU)
