Project description
The project “Support to Ukraine for Developing a Modern Public Health System” forms part of the Ukrainian Reform Agenda, which is guided on the one hand by the Association Agreement (AA) signed with the European Commission and on the other hand by the National Health Reform Strategy 2015-20201.
Component 1 of the project concerns the consolidation and empowerment of the State Institution “Public Health Center of the Ministry of Health of Ukraine” (UPHC) under the Ministry of Health; Component 2 supports strengthening of the Blood Transfusion System in Ukraine, while Component 3 focuses on communication, visibility, and information surrounding the first two components.
Job description
The primary objective of this assignment is to support the Ministry of Health of Ukraine to effectively prepare for the bilateral screening meeting with the European Commission.
This involves providing comprehensive support to ensure alignment with EU standards and expectations in the area of cross-border health threats. The assignment includes assistance in preparing clear and evidence-based presentations, completing a detailed questionnaire required by the European Commission, and offering specialized expertise in transboundary health threats, infectious disease management, vaccination policies, and antimicrobial resistance.
Under the leadership and supervision of the Team Leader, and with support from the junior non-key experts, the senior expert will:
- Review the requirements and structure of the presentations for the bilateral screening.
- Develop clear, concise, and evidence-based presentation materials.
- Analyse the questionnaire provided by the European Commission and identify gaps in existing information.
- Collaborate with relevant stakeholders in the Ministry of Health to gather necessary data and documentation.
- Draft comprehensive and accurate responses to the questionnaire in alignment with EU requirements.
- Provide guidance on effective communication strategies for the bilateral screening meeting.
Qualifications
- University degree in Public Health, Epidemiology, Health Policy, Medicine, or a related field;
- Certification or training in infectious disease management, global health security, or emergency preparedness and response is advantageous;
- 7+ years professional experience in public health or health policy, with a focus on managing cross-border health threats.
- Experience in aligning health policies or systems with EU standards and requirements, particularly within the context of EU enlargement or cross-border collaborations;
- Proven expertise in infectious disease surveillance, control, and outbreak response;
- Experience providing technical support to ministries of health or governmental agencies;
- Ability to prepare detailed technical documents, questionnaires, and presentations tailored to EU standards;
- Strong skills in policy analysis, data interpretation, and synthesizing complex information for decision-making;
- Proven ability to work in complex, multi-stakeholder environments;
- Quality-oriented professional, constructive approach to obstacles and delays in planned performance;
- Excellent writing skills;
- Excellent communication skills, oral and written;
- Ability to work independently, meeting deadlines and managing multiple tasks;
- Fluency in English and Ukrainian language (written and spoken).
