Project description

Project measures: The Government of Laos PDR (GoL), represented by the PEA, pursues continuous efforts for land titling and land registration on a national scale. Past projects have resulted in 1,2 million titles issued to date. Since 2015, the Government of Germany through the Ministry for Economic Development and Cooperation (BMZ) has been providing support to GoL in this sector including through the Enhanced Land Tenure Security (ELTeS) project implemented by GIZ, which supports the development of Systematic Land Registration (SLR) in four provinces and the registration of more than 20,000 parcels so far. The overarching objective of the Land Management Project (the “Project”) is further contributing to an effective and efficient land utilization to the benefit of all citizens and the environment. LMPL will support GoL to accelerate systematic land registration of eligible residential areas and agriculture lands in the project provinces. The budget for the LMPL provided by the BMZ in form of a grant is seven (7) million EUR for a first phase.

Team composition & overview of the experts' areas of responsibility


Long term experts

  • The proposed team is headed by an international Land Registration Expert as Team Leader;
  • Cadaster experts – data collection, arbitration, validation, titling and registering, cadastral database manipulation and design;
  • GIS experts – survey technologies, data manipulation, data verification, mapping;
  • Quality Control experts – kpi definition, monitoring and analysis, field verifications and validation;
  • Digital data handling specialists – data transfer from paper format to digital format for existing Titles;
Short term experts

  • Sociologist/ Economist – for socio-economic data collection, prioritization and social safeguards, impact monitoring;
  • Environmental & Social Safeguard Specialists – environmental and social safeguardsand  management plans;
  • Training - capacity building, training of trainer, training campaign organization, training material  preparation, (technical training, IT training, survey training, GIS training, participatorysocial  engineering training);
  • Monitoring & quality control – data validation, KPI definition, follow up & analysis, quality control protocol definition & verification;
  • Engineering – administrative building design, tendering & supervision;
  • Legal framework analysis – juridical analysis, regulatory framework interpretation, institutional setup compliance verification.

International Key Experts

1) Team Leader / International Land Registration Expert (m/f/d) – 13 months

  • Minimum of 12 years international project experience in land registration & titling
  • At least 3 similar projects in the last 8 years as Team Leader
  • Long track record in project management for international development cooperation projects
  • Sound project management, reporting, financial controlling experience
  • Previous experience in the Project region (South East Asia)
2) International Cadastral Expert (m/f/d) – 20 months

  • Minimum of 10 years relevant professional experience
  • At least 3 similar projects in the last 8 years as Cadastral expert

3) International GIS Expert (m/f/d) – 20 months

  • Minimum of 10 years relevant professional experience
  • At least 3 similar projects in the last 8 years as GIS expert

4) Iternational Environmental & Social Safeguard / ESHS Expert (m/f/d) – 2.5 months

  • Minimum of 10 years relevant professional experience
  • Experience as Social Expert, working with different ethnic groups in rural environments
  • At least 3 similar projects in the last 8 years as Environmental or Social Expert / Safeguard
  • Previous experience in the Project region (South East Asia)

National Key Experts

5) National Cadastral Experts (2 positions) – 2x21 months

  • Minimum of 7 years relevant professional experience
  • At least 1 similar project in the last 10 years as Cadastral expert

6) National GIS Experts (2 positions) – 2x21 months

  • Minimum of 7 years relevant professional experience
  • At least 1 similar project in the last 10 years as GIS expert

Short-Term Experts

7) National Quality Control Experts (4 positions) – 4x20 months

  • Minimum of 5 years relevant professional experience
  • At least 1 similar project in the last 10 years

8) International & National Experts for transferring existing titles to digital database - International: 2 months -  National: 6 months

  • Minimum of 3 years relevant experience in data transfer, data verification, digitalization

9) Other short-term experts – International: 13 months -  National: 19 months

  • Minimum of 7 years relevant experience in respective field of intervention
