Project description

Building on the experience of the EU's Technical Assistance Facility “Sustainable Energy for All”, the EU is launching a new Technical Assistance Facility in response to partners’ requests and to cover existing needs for policy advice, technical assistance and capacity building in support of regulatory reforms and investments in sustainable energy. The new Technical Assistance Facility will contribute to improved sector governance and to the creation of a conducive business environment by assisting the continuous increase of the partner countries' capacities in the energy sector, in a way fully integrated in the EU External Investment Plan and regional blending platforms.

The project is expected to start in the second half of 2019 with an expected duration of 4 years. Several long-term expert positions may be offered.


Job description

Key Expert No 1 / Team leader whose responsibility will be to ensure the overall delivery of the project in all regions, and will maintain regular contact with the Energy Unit C6 of the Directorate General for Development and Cooperation, and the concerned EU Delegations, and the relevant regional bodies. In addition, the team leader will be Key Expert for one of the concerned regions and will cover a range of energy related disciplines. He/she will have the overall responsibility for delivering the technical assistance packages for the targeted region. He/She will be in charge of other non-key experts in this geographical area of intervention, in addition being responsible for quality control. The expert may be based at home but must be available on short notice for meetings in Brussels. On the request of the Commission, travel/missions will be required to the partner countries.
 
Key Experts No 2 to 4 will between them together cover a range of energy related disciplines and have overall responsibility for delivering the technical assistance packages. They will be in charge of other non-key experts in their domains of intervention and can act as "Team Leader" for specific Activity areas, in addition to being responsible for quality control. The expert may be based at home but must be available on short notice for meetings in Brussels. On the request of the Commission, travel/missions will be required to the partner countries.

Qualifications

Qualification and skills

  • University degree in engineering, economics or other discipline relevant to the scope of the assignment or equivalent professional experience of minimum 15 years
  • Fluency in English and very good knowledge of French or Spanish.
General professional experience
  • At minimum 7 years, preferably 10 years of development cooperation experience in the energy sector
Specific professional experience
  • At least 5 years’ experience
    • of project management and coordination (with project leader/manager/coordinator capacity) in development cooperation and in the energy sector OR
    • assisting developing countries in national energy sector policy development and implementation (including e.g. policy and strategy development, data analysis and forecasting, capacity development on institutional and regulatory framework). OR
    • assisting developing countries in financing sustainable energy projects (including bankability of projects, investment project planning support, fund management, involvement of private sector into energy investments)
  • Experience in managing multi-country technical assistance projects (at least six countries) in energy access, renewable energy, energy efficiency or climate change will be an advantage
  • Work experience of projects involving energy sector policy reforms, rural electrification, electricity networks, mini-grids or climate finance would be an advantage.
  • Work experience with the EU rules and procedures would be an advantage.
