The 5th phase of the Sustainable Land Management Programme project“Sustainable Land Management Programme V (SLM V): Integrated Catchment Restoration of Lake Chamo Basin”, financed by the German Financial Cooperation and implemented by the Ministry of Agriculture of the Republic of Ethiopia, intends to reduce land degradation of the Lake Chamo Basin through sustainable land management and restoration measures in the basin area, thereby increasing livelihood- and food security of small farm households. The project area comprises 10 identified Woredas/special Woredas covering the entire catchment of Lake Chamo (Chamo Basin). It consists of four components:
- Green Infrastructure and Resilient Livelihoods
- Strengthening and Investing in Cooperatives and Information for Resilience
- Rural Land Administration and Use
- Project Management and Reporting
The main objectives of the project are reducing land degradation on selected agricultural land and increase the agricultural productivity of small holder farms, with the aim of improving the livelihoods, food security and economic wellbeing of rural households in the project intervention area. The project follows a watershed management approach and builds on pariticpatory land use planning. Measures include restoring degraded land, promoting sustainable agricultural practices, supporting sustainable land management, and increasing the resilience of rural households to climate change.
Job description
- Control monthly statements of expenditure (SOE) from the regions to the national SLMPCU / international chief technical advisor;
- Assist all levels of financial experts in keeping and improving adequate documentation of expenditures, bank reconciliation statements and any other supporting documents to account for the amount advanced; Double-check on contracts signed with private enterprises, suppliers and / or consultants at the regional level with regard to their validity, implementation and payments;
- Support the preparation of annual project budget for approval by the respective institutions;
- Monitor monthly and annual cash flow projections submitted to the national level for effective disbursement of funds;
- Check and consolidate all financial information and book of accounts of the respective bureaus’ project finance to auditors for effective and efficient auditing of the project accounts;
- Give guidance on IDA / KfW audit and accounts guidelines to all implementing agencies of the project and ensure that they adhere to the guidelines.
Qualifications
- Candidates for the position of the financial management specialist should have at least an MA level degree in accounting/ financial management;
- Proficiency in computerized financial management systems is absolutely required;
- A minimum professional experience of 8 years, the regional financial management specialists should have sufficient experience in projects financed by external donors/ development partners (particularly the World Bank and preferably also German Development Cooperation / KfW) and their policies, procedures and operational guidelines for financial management;
- Good communication and training skills including the knowledge of the respective regional language are also essential;
- Project planning and management experience as well as training and work experience in Ethiopia is an asset.
