Project description

The project for which we are preparing to tender,  covers 3 packages:

  1. Social Health Insurance: There is a need for a complete evaluation of the existing mandatory health insurance scheme and its design and relook at its implementation plan and projection given the existence of other strategic purchasing mechanisms in Sierra Leone.
  2. Health Workforce Financing: The knowledge base around funding flows in health facilities needs to be developed and timely payments and proper public financial management (PFM) systems are lacking.
  3. Capacity Development: Capacity needs to be enhanced at various levels within the Ministry of Health and Sanitation (MoHS), National Social Security and Insurance Trust (NASSIT) and others in order to move the health financing strategy and agenda forward.

Job description

The international long-term expert and Team Leader will bear responsibility for the overall management and technical design of the project.

This expert will also take charge of networking and coordination with the partner and other actors and also with similar measures under the special programme Health in Africa.

Qualifications

  • Experience
    • At least 15 years with health financing reforms (obligatory)
    • Collaboration with Ministry of Health and other key stakeholders on health financing strategy development (obligatory)
    • Public finance management (obligatory)
    • Capacity Development, incl. quality assurance of trainings (obligatory)
    • Health workforce financing (desirable)
    • Supply side Performance-based financing for health workforce (desirable)
    • GIZ, incl. capacity works
    • In West Africa
  • Education: health economics (preferable) or similar
