GFA Consulting Group GmbH (Germany) in association with NIRAS Sweden (Sweden/Ethiopia) is participating in project tenders in Ethiopia under the Sustainable Training and Education Programme (STEP) financed by GIZ with the implementing partner Ministry of Labour and Skills.

The consortium GFA-NIRAS is looking for an International Project Coordinator for the following project:
Female Leadership, Masterclasses in TVET and Employment Qualification Measures in Ethiopia. This project aims to develop and implement further training and leadership measures for TVET staff, management and stakeholders as well as employment qualification measures for TVET graduates, job seekers and informally self-employed workers. It also includes the development and implementation of female leadership and innovation training and TVET Masterclass as well as development and implementation of four employment qualification measures.

Job description

  • Supporting the implementation in all work packages
  • Ensuring the flow of information between GIZ and the contractor’s seconded staff
  • Process-based technical-conceptual management of the consultancy inputs
  • Securing the administrative provision of services and administrative conclusion of the
  • project
  • Ensuring compliance with reporting requirements
  • Sharing the lessons learned by the contractor and leveraging the value of lessons learned on site
  • Ensuring that monitoring procedures are carried out in line with the STEP M&E team’s requirements.
  • Taking cross-cutting themes into consideration (for example gender equality)
  • Staff resource management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting of local and international experts
  • Regular reporting in accordance with deadlines

The international Project Coordinator will be based in Addis Ababa.


  • Education/training (2.2.1): University degree or completed technical vocational training (equivalent to level 6 of the European Qualifications Framework) in management or education
  • Languages (2.2.2): Knowledge of English, C2 in the Common European Framework of Reference for Languages
  • General professional experience (2.2.3): 7 years of professional experience in the field of project management in international cooperation
  • Specific professional experience (2.2.4): 5 years of professional experience in the field of employment promotion, training or leadership measures
  • Leadership/management experience (2.2.5): 2 years of management/leadership experience as (deputy) project manager (including personnel, budget and time) in a company or organization working in the area of training and employment promotion or Development Cooperation
  • Regional experience (2.2.6): 2 years of work experience in Ethiopia
  • Development cooperation (DC) experience (2.2.7): 2 years of experience working on DC projects with a focus on employment promotion, training or leadership measures
  • Other (2.2.8): 1 year of experience in financial management
