GFA Consulting Group GmbH (Germany) in association with NIRAS Sweden (Sweden/Ethiopia) is participating in project tenders in Ethiopia under the Sustainable Training and Education Programme (STEP) financed by GIZ with the implementing partner Ministry of Labour and Skills.

The consortium GFA-NIRAS is looking for an International Project Manager for the following project:
Cooperative Training and Support to Companies in Ethiopia. This project aims to improve the income and employment situation, especially for young people, through demand-driven training courses. The project focuses on the establishment of regional and sectoral implementation structure, support to companies, development and (re) design of up to 4 Cooperative Training  programmes, including the Agro-industrial Sector.

Job description

  • Overall responsibility for the advisory packages of the contractor
  • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level
  • Design, implementation, monitoring and evaluation of capacity development measures for local partners
  • Taking cross-cutting themes into consideration (for example gender equality)
  • Resources management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts
  • Ensuring that monitoring procedures are carried out
  • Regular reporting in accordance with deadlines
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ
  • Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase


  • Education/training (2.1.1): University degree (master’s or equivalent) in Project Management, Leadership, Education science, TVET
  • Languages (2.1.2): Knowledge of English and German C1 in the Common European Framework of Reference for Languages
  • General professional experience (2.1.3): 10 years of professional experience in TVET, Cooperative Training and the promotion of cooperation between public and private sectors,
  • Specific professional experience (2.1.4): 5 years of working experiences in Outcome based training systems
  • Leadership/management experience (2.1.5): 5 years of management/leadership experience as a project team leader or manager in a company
  • Regional experience (2.1.6): 5 years of work experience in Africa, of which 3 years in Ethiopia
  • Development cooperation (DC) experience (2.1.7): 5 years of experience working on DC projects as a project manager
  • Other (2.1.8): Proven capacities in change management (Certification of training within the past 5 years)
