Project description

The challenges cities and local governments in low and middle income countries face in developing and implementing infrastructure projects are multiple. Municipal authorities often have insufficient planning, design and preparation capacity to develop a solid pipeline of technically robust and financially sound projects. Moreover, investment in infrastructure generally requires long-term investment decisions with significant budgets and uncertain, and often delayed, benefits. In addition there are often financial constraints ranging from budget constraints, limited debt capacity and low credit ratings that hinder their ability to access financing from international banks or bond markets.
Existing project preparation facilities and others have identified significant capacity gaps in project preparation. A critical gap exists at earliest stages in project preparation, namely in bringing projects identified in sectoral or climate plans from project concept/early preparation stage to feasibility stage.
This is the gap that the “City Climate Finance Gap Fund” aims to address.

The main task of this assignment is to provide advisory to cities and municipalities worldwide in the preparation of climate mitigation or adaptation infrastructure projects  in the energy sector. In addition to the support to the Cities, the Contractor provides technical expertise to advise the Project on general technical issues related to the preparation and implementation of energy-related climate change mitigation activities in an urban context and their effectiveness.
Such TA package may include, but not limited to:
• Technical, institutional and/or legal advice on preparation of investment projects
• Development of packages of measures to increase energy efficiency or use of renewable energies
• Definition of a project concept
• Development of pre-feasibility studies and/or components of pre-feasibility and/or feasibility studies
• Preparing ToR for a feasibility study
• Preparing environmental impact assessments or other assessments necessary for energy-related projects
• Preliminary assessment of economic and financial sustainability
• Analysis of alternatives
• Stakeholder identification and engagement
• Advice in obtaining national support
• Support in preparing an application for PPF Assistance
• Support in developing the financing approach for a project
• Advice in preparing funding applications for a project
• Carrying out energy audits
• Dissemination workshop and contracting of knowledge products related to project development practice
• Design work to ensure climate elements are properly captured in the detailed design
• Training activities for civil servants and local administrators

Job description

Team leader:
• Overall responsibility for the individual advisory packages (TA packages) of the contractor
• Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level
• Design, implementation, monitoring and evaluation of capacity development measures for local partners
• Taking cross-cutting themes and co-benefits into consideration (for example gender equality, human rights, climate and environmental protection issues)
• Staff management, in particular identifying the need for short-term experts within the available budget, planning and managing the assignments and supporting local and nternational experts
• Ensuring that monitoring procedures are carried out
• Regular reporting in accordance with deadlines
• Financial planning and monitoring of the assignment in consultation with the officer responsible for the commission at GIZ
• Quality control of the deliverables

Technical/institutional experts:

• Advice on options for expanding use of renewable energy sources on city level (including biogas from organic waste)
• Advice on implementing energy management systems in city administrations (including public buildings and municipal services)
• Development of energy efficiency measures (planning, evaluation, calculation etc.) for buildings, street lighting, cooling and heating systems and/or other energy consumption
of municipal services such as waste management, water supply or wastewater treatment
• Development of pre-feasibility or parts of feasibility studies or environmental impact
assessments
• Development and assessment of project structures (public investment, concessions, ESCOs, PPPs etc) for energy projects
• Economic and financial cost benefit analysis
• Organizational development in municipal administrations
• Legal knowledge (feed-in tariffs etc)

The Pool of expert contains both technical/institutional experts and experts who can be deployed as team leaders for individual TA packages

Qualifications

Qualifications of expert pool 1
• Education/training: University degree (master or German “Diplom”) in technical or economic courses of study, related to energy or climate issues
• Languages:
- all experts with knowledge of English, level C1
- 2 experts with knowledge of French, level C1
- 2 experts with knowledge of Spanish, level C1
- 1 expert with knowledge of Portuguese, level C1
(language levels refer to the Common European Framework of Reference for Languages)
• General professional experience: 10 years of professional experience in the energy sector (reference projects with an assignment time (full-time months worked) of three months or more within one calendar year will be assessed as one year of work experience)
• Specific professional experience: 8 years of professional experience
- 2 experts in (municipal) energy management systems, energy audits, planning and calculation of energy efficiency measures (buildings, street lighting, water/wastewater or other sectors related to municipalities)
- 1 expert in planning and calculation of renewable energy facilities, including
biogas from organic waste
- 2 experts in the implementation of energy related projects in/for cities or
municipalities
- 1 expert in cost-benefit analysis (financial and economic)
- 1 expert environmental and social impact studies related to energy projects
- 1 expert in organizational development in public administrations
(reference projects with an assignment time (full-time months worked) of three months or more within one calendar year will be assessed as one year of work experience)
• Leadership/management experience:
- 2 experts with 5 assignments as team leader within the last 5 years (responsible
for projects with Budget of 50.000 € or more and leading 3 staff members or
more) or 5 years of management/leadership experience as manager in a company (leading 3 staff members or more)
• Regional experience: 5 years of work experience
- 1 expert in Asia
- 1 expert in Latin America and the Caribbean
- 1 expert in Eastern and Southeast Europe, Caucasus and Central Asia
- 1 expert in Africa
• Development cooperation (DC) experience: 2 experts with 5 years of experience working on DC projects (reference projects with an assignment time (full-time months
worked) of three months or more within one calendar year will be assessed as one year of work experience)
