Project description
The aim of the project is to address critical issues in health system strengthening through a specialized leadership program of GIZ (German Agency for International Cooperation), in alignment with the mission of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). The successful contractor will lead the coordination, adaptive design, management, and implementation of a tailored leadership program (L4HSS) inspired by the Leadership for Universal Health Coverage (L4UHC) flagship program of the P4H Network. The key overall objective is to support partner countries in their health system strengthening reform processes through coalition building, leadership competencies and the establishment of joint action initiatives which will lead to concrete policy options.
Job description
The International Team Leader (Global Coordinator) will lead the execution of the overall responsibilities of the assignment. The main (but not only) responsibilities and tasks are the following:
- Relate to milestones: Project Set-Up, Curriculum Adaptation, Delivery, Finalization
- Hold overall strategic, technical, and managerial leadership and responsibility for the entire project on the contractor side.
- Serve as a primary liaison between GIZ and the project.
- Coordinate all project partners around achievements of project goals.
- Responsibility for taking cross-cutting themes into consideration (for example, gender equality)
- Lead inception, coordination, and review meetings; ensure milestones are met.
- Oversee quality assurance, coherence, and reporting across all work packages.
- Regular reporting in accordance with deadlines
- Ensure timely delivery of key deliverables (Inception Report, Curriculum, Reports, M&E outputs, communication materials)
- Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments, and supporting experts.
- Responsibility for checking the use of funds and financial planning in consultation with the commission manager at GIZ.
Qualifications
The International Team Leader (Global Coordinator) will be required to possess the following qualifications and professional experience:
- University degree (e.g. ‘master’s or German Diploma’) in political sciences, public policy, public administration/management, international development or international relations
- Knowledge of English C1-level in the Common European Framework of Reference for Languages.
- 10 years of professional experience in the management of large volume of 2.5 million EUR or more, multi-country (more than 2 countries) international projects
- 5 years of professional experience in managing leadership programmes
- 5 years of professional experience in coordinating multi-stakeholders’ leadership programme in the context of international development.
- 5 years of project management experience with disciplinary leadership responsibility for 8 people
- 2 years of professional experience working in central Asian countries
- 2 years of professional experience working in African countries
- 7 years of experience in development cooperation projects
- 3 years of experience working with high level senior government officials (director level and above)
- Experience with GIZ, Gavi, Global Fund is a strong asset
