Project description

The project will promote Sustainable Energy in Tajikistan by supporting the institutional, legal and regulatory environment in the energy sector, improving the capacities and efficiency of the Ministry of Energy and Water Resources (MoEWR), Barqi Tajik operators (BT Generation, Transmission Operator and System Operators), as well as the Electricity Regulation Department of the Antimonopoly Service. This will make the electricity market fairer and more transparent, based on non-discriminatory and cost-reflective tariffs and thus attractive for the private sector, and able to cope with the requirements of an efficient regional power market. The project will enhance the interaction and coordination between energy and water sector stakeholders, and support activities that will reduce greenhouse gas emissions and improve climate change adaptation.

Job description

The Team Leader is responsible for the overall management and monitoring of the project, including, but not limited to:

  • The achievement of results against the approved plans and roadmaps in a timely fashion. S/he will be responsible for coordinating and managing individual experts and project so that their inputs are delivered timely. S/he will be also responsible for reporting, including financial reporting.
  • Monitor and manage the project risks identified and submit new risks to the Contracting Authority for consideration and decision on possible actions if required; update the status of these risks by maintaining a project risks log.
  • Liaise with all relevant levels of government or international organisations, project partners, stakeholders and relevant organisations for effective coordination of all project activities.
  • Oversee and ensure timely submission (and dissemination, once approved) of all reports and deliverables required by these terms of reference and any others agreed during the project.
  • Ensure overall responsibility for the implementation of the project tasks and activities. S/he will be the primary contact for the EU and the overall assignment. The Team Leader will work on all three tasks of the assignment.

Qualifications

  • Post-secondary degree in economics, management, engineering, life sciences, industry, development-related studies, environmental studies, law, business administration, finance or another discipline directly related to this assignment, followed by a Master’s Degree or equivalent (in any field).
  • At least a level of C1 in the Common European Framework of Reference for Languages in written and oral communication in English and Russian is required. A good command in Tajik would be an asset.
  • Advanced communication skills (demonstrated e.g. through public speaking, delivering presentations or interventions and/or moderating in conferences/events; drafting reports).
  • Advanced IT skills (MS Office tools).
  • At least 12 years of relevant professional experience in project or programme management.
  • Minimum 5 years professional experience in energy transition and decarbonisation of the energy sector, renewable energy technologies, balancing of power systems, energy efficiency standards.
  • At least 7 years of international experience in energy projects in a developing country context, some of which must be in Central Asia.
  • Minimum 5 years of proven experience working with non-EU countries in sectors such as energy, climate, environment, trade or other sectors relevant to the assignment.
  • Minimum 5 years professional experience in capacity building and/or training positions in sharing EU policies with non-EU countries.
  • Minimum 2 year experience with long-term (minimum 1 year) EU-funded projects or for a large donor organisation as a Team Leader is required.
  • Having participated in minimum 4 outreach activities to disseminate practices and experiences (e.g international conferences, workshops, study tours, training, etc.) related to sustainable energy issues in non-EU countries.
