Project description

The EU4Business initiative encompasses all EU support for SMEs in the EaP region.
Its aim is to address constraints that, at varying degrees, affect the development of SMEs in all partner countries such as an inadequate SME business regulatory framework, lack of inter-regional and international networking mechanisms, a shortage of available and/or cost effective advisory services for SMEs and the lack of funding due to underdeveloped capital markets and a financial sector still in transition.
Across the six Eastern Partnership countries, EU4Business provides:
·Access to finance: including local-currency loans, finance for export-related investments or to adapt to EU standards, support for women entrepreneurs and start-ups; funding is often provided through third parties such as local banks or partner organisations, much of it made possible by indirect finance from the EU in the form of loan guarantees
·Access to markets: through business advice, export training and networking opportunities and trade missions to EU market
·Access to knowledge: such as provision of advisory services, consultancy and technical support, and tailored trainings to support skills development
Currently, it includes an active portfolio of 43 bilateral and regional projects worth about EUR 348 million in 2018, including the DCFTA Facility.
The project aims at ensuring coherence, ensuring adequate communication and monitoring impact of the EU4Business initiative.
Overall objective
The overall objective of the project of which this contract will be part of is to contribute towards the development of sustainable and equitable economic growth models in the EaP countries, which can generate more investments and improve socio-economic conditions and employment opportunities for citizens.
The purpose of the contract is to improve information on EU support to private sector development and its impact in the EaP countries. In concrete terms, the contract should:
·Ensure the regular monitoring of EU4Business activities, including through the publication and presentation of an annual report with consolidated data on achievements made under the EU4Business initiative.
·Assess of the impact of the activities and results of the projects under EU4Business regional and bilateral programmes, based on predefined indicators, including an assessment of gender mainstreaming across the initiative.
·Maximise outreach by developing professional communication and outreach activities, in coordination with the projects under the EU4Business initiative, for informing and engaging with EU4Business key stakeholder groups, including SMEs, IFIs, partner country administrative and government bodies, Business Support Organisations, universities and future entrepreneurs.
·Collate regularly key information on the impact of EU4Business activities from project implementers and make it available for EU’s professional communication contractors in Brussels and in the EaP countries.



Qualifications and skills
·Master-level degree, or equivalent, in Economics, Law, Business Administration or any other discipline relevant for this assignment (or equivalent professional experience);
·Excellent command of English (written and oral) is mandatory. Knowledge of Russian would be an asset;
·Good IT skills.
·Proven experience in writing analytical reports and/or technical papers;
·Proven experience in coordinating activities with various stakeholders.
·Proven experience with research on private sector development (PSD): produced or contributed to at least five studies, reports or policy papers on PSD;
·Proven knowledge of the SME sector in the Eastern Neighbourhood region (policies, business climate, major issues and challenges, legal framework, institutional set up);
·Proven knowledge of EU and Member States SME policies would be an asset;
·Familiarity with SME policy making in EaP countries would be an asset.
General professional experience
·At least 5 years of experience with project management;
Specific professional experience
·At least 5 years' experience in private sector development and/or SME development projects: experience in the design of SME policies and draft of SME legal framework is an asset;
·At least 4 years' professional experience working in/on the Eastern Neighbourhood region.
