Project description

The Overall Objective of the action is to contribute to stronger political and technical relations between the European Union (EU) and the countries of the Cooperation Council for the Arab States of the Gulf (GCC) (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates), at regional and bilateral levels. The Specific Objective of this action is to deepen engagement in the area of climate change and promote the uptake of green transition policies and technologies by the GCC countries. Special focus will be given to exchange of best practices in the sectors of de-carbonisation, green transition and climate change adaptation. The Action will underpin a substantive dialogue on the above topics; will develop customized policy and practice options to support green transition in the GCC Countries and will facilitate an enhanced cooperation on climate change including in the areas of research and business.

Job description

The proposed Communication and Events Management Expert will be responsible for directly implementing some of the activities to achieve the objectives such as (inter alia): organisation of workshops, seminars, study tours, high-level conferences; technical and organizational support to regional and bilateral dialogues and meetings; awareness raising activities. The activities may encompass all policy areas and sectors covered by the EU Green Deal.
The Communication Expert will work a majority (at least 80%) of her/his time in GCC countries. She/he is expected to travel extensively within the region and to the EU as relevant.


  • Master's Degree (university or equivalent institution or a recognised professional qualification) in International Relations, Communication, Political Science or other relevant field;
  • 5 years of relevant professional experience in implementing communication strategies and managing events within international programmes or in an international context;
  • At least 2 years of post-graduate professional experience in the development and implementation of communication strategies and/or in event organisation and management, preferably in the fields of climate change, climate and energy policy and/or decarbonisation technologies, renewable energy R&D, and/or adaptation to climate change;
  • At least 2 years of post-graduate professional experience in developing concepts and content for and editing publications and websites as well as carrying out social media strategies;
  • Professional experience in the GCC region is an asset;
  • Professional in both written and spoken English; knowledge of Arabic would be an asset;
  • Previous experience with EU-funded projects and knowledge of and experience with EU climate diplomacy would be an asset;
  • Initiative, tact, and proven ability to maintain harmonious working relationships and team spirit in a multicultural setting.
