Project description

The PLEAD (Programme for legal Empowerment and Aid Delivery) is an EU justice support programme in Kenya funded by the 11th EDF. The programme purpose is to develop an integrated approach at central and local level aimed at equality of all before the law, through improved access to and the expeditious delivery of justice, particularly high-risk counties in Kenya.

The project has four interlinked and mutually supportive outcomes:

Outcome 1: Access to legal aid and assistance is enhanced, especially for the poor and the vulnerable.
Outcome 2: Court administration and case management are strengthened nationally and in 12 Focal Counties.
Outcome 3: Quality and efficiency are increased in the criminal justice system (implemented by UNODC).
Outcome 4: Coherence, cooperation and collaboration within the justice sector are improved by capacity-building of the National Council on the Administration of Justice (NCAJ) (implemented by UNODC).

The proposed TA that is the subject of this tender consist of a combined TA Package mainly in support of the Department of Justice (DoJ) component of Outcome 1, but also in support of the overall coordination of the programme. The purpose of the TA contract is to support the DoJ in the implementation of the newly adopted Legal Aid Act and to support the overall coordination of and collaboration between actors in the PLEAD programme.

Job description

The single permanent expert (Permanent TA) will support the implementation of Outcome 1 of PLEAD through the new National Legal Aid Service (NLAS), facilitate collaboration between the different PLEAD implementing partners, and support the Project Steering Committee (PSC) in the coordination of the overall PLEAD programme. He or she should be dispatched promptly upon contract signing and will be present during the total lifetime of the project


  • University level education (master's degree) in law or other relevant discipline
  • Fluency in spoken and written English.
  • Facilitation and communication skills are crucial
General professional experience
  • Preferably 10 years experience in international development cooperation but a minimum of 7 years required
Specific professional experience
  • A minimum of 7 years working experience in supporting the Justice Public Administration sector in a senior or advisory capacity
  • A minimum of 3 years working experience with Legal Aid policy and/or provision.
  • A minimum of 3 years working experience with the drafting and / or implementation of EU programme estimates
  • Experience in the management of technical assistance expertise including familiarity with and drafting of terms of reference
  • Knowledge of the Kenyan "access to justice" context would be an added advantage
The expert must be independent and free from conflicts of interest in the responsibilities he or she takes on.
