Long-Term Expert “Pool Procurement for Medical Commodities” with regional EAC experience

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is implementing the “Support to Pandemic Preparedness in the East African Community (EAC)” project, co-funded by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ). The project strengthens the region’s ability to respond to communicable disease outbreaks and improve the availability of Sexual and Reproductive Health (SRH) commodities through regulatory harmonization and pooled procurement mechanisms (PPM).
The subject of this tender procedure called " Support to strengthening regulatory harmonization and pooled procurement for increased availability of medical commodities in the EAC" focusses on strengthening pooled procurement mechanisms for medical commodities and on strengthening regulatory harmonisation and enabling environment for regional pharma production in the EAC region.
Job description
As Long-Term Expert for Pool Procurement, you will lead the implementation of work package 1 (Pooled Procurement) and contribute to work package 3 (Cross-Cutting Milestones), focusing on enhancing pooled procurement mechanisms across EAC Partner States. You will work closely with the RCE-VIHSCM and other stakeholders to ensure sustainable, coordinated access to critical SRH and pandemic response commodities. Your responsibilities will include:
- Provide strategic and technical advice for the enhancement and operationalization of the PPM across EAC Partner States.
- Assist in the development, operationalization, and scaling up of the digital platform for information exchange on stock levels and for pool procurement.
- Align with the RCE-VIHSCM to strengthen cooperation on PPM, with a special focus on SRH and outbreak response commodities.
- Collaborate with the RCE-VIHSCM, project team, and other political partners to ensure political support at regional and national levels.
- Design and implement capacity development activities for multi-sectoral stakeholders at both regional and national levels and facilitate the involvement of non-state actors.
- Represent the project in relevant partner and GIZ meetings, workshops, and online events.
- Support project management, including administration, reporting, financial management, contracting, monitoring & evaluation and event organization.
Qualifications
- Education: Master’s degree in Pharmacy, Medicine, or Public Health.
- Fluency in English and Kiswahili (C1); French proficiency is an asset.
- Professional experience:
- At least 7 years of professional experience in procurement (public or private sector).
- 5 years advising Regional Economic Communities (RECs) in Africa.
- 3 years of professional experience in the East African Community (EAC).
- 2 years of relevant international experience outside the EAC region.
- 5 years of experience in development cooperation.
- Strong skills in capacity development, stakeholder engagement, and cross-border coordination.
