Job description

The key expert shall provide a broad range of financial management and capacity building services.Specific responsibilities include:

  • Review of Programme Capacity Assessment (PCA) report and all necessary GAVI documents to understand the profile and requirements for management of GAVI grants
  • Work with the Government of Lao PDR (GoL) to implement the recommended Grant Management Requirements (GMR’s) from the PCA
  • Review the previously submitted financial reports and audit reports to GAVI to understand the gaps to be addressed
  • Provide training and tools to Ministry of Health (MoH) for monitoring of approved budgets against the actual expenditures within an integrated financial management system
  • Provide assistance to the relevant National Immunisation Programme (NIP) staff in compiling and consolidated accounts for GAVI grants and assist with fiscal year reporting. This will also include assessment, training, capacity building and material development for reporting for provinces and muangs (districts) with GAVI programmes
  • Assist to clear backlog of un-submitted financial reports and audits pertaining to GAVI grants
  • Develop tools and coach the local staff hands on to develop their capacities to meet GAVI requirements and standards of the reporting. This includes, but not limited to: Bank reconciliations; Regular financial reporting; Accounting for advances; Reporting in accordance with GAVI’s cost framework; Transfer of funds; Cash forecasting; Audit preparation; Working in partnership with MoH staff, implement recommendations from external audits
  • Working with MoH staff, develop processes for routine monitoring of financial exceptions, unusual activities, transactions, and investigate anomalies or unusual transactions
  • Attend and participate in programmatic meetings and give input to financial related matters for GAVI grants
  • Monitor programme progress through field visits, offer feedback and keep regular communication with related field and central level staff, if required
  • Review and monitor along with NIP staff on programme performance whilst making recommendations to improve performance in relation to financial management
  • Support the MoH (EPI and Finance teams) in their supervision activities related to financial management at all levels
  • Review, update and train on relevant Government procedures relating to financial management
  • Coordinate and collaborate closely with GFA Headquarter staff

Qualifications

The Key Financial Management Expert will at a minimum possess the following qualifications, skills and professional experience:

  1. A relevant degree with a minimum of ten years’ work experience in financial management, accounting and/or audit
  2. Familiarity with financial management in developing countries and a first-hand knowledge of assessment and capacity building approaches and techniques in developing countries
  3. Excellent skills and previous experience in Financial Services for global health organizations
  4. Good knowledge of GAVI’s institutional policies, systems and procedures and established relationships with the Alliance partners
  5. Proven experience in training and coaching in the area of Public Financial Management
  6. Accounting certifications like ACCA (Certified Chartered Accountant or Certified Public Accountant), CA or CPA would be an asset
  7. Prior work experience with Government Systems, especially with the Ministry of Health, would be an asset
  8. Travelling is required
  9. Strong oral and written communication skills in Lao! and in English are a must
