Project description

The project will promote Sustainable Energy in Tajikistan by supporting the institutional, legal and regulatory environment in the energy sector, improving the capacities and efficiency of the Ministry of Energy and Water Resources (MoEWR), Barqi Tajik operators (BT Generation, Transmission Operator and System Operators), as well as the Electricity Regulation Department of the Antimonopoly Service. This will make the electricity market fairer and more transparent, based on non-discriminatory and cost-reflective tariffs and thus attractive for the private sector, and able to cope with the requirements of an efficient regional power market. The project will enhance the interaction and coordination between energy and water sector stakeholders, and support activities that will reduce greenhouse gas emissions and improve climate change adaptation.

Job description

The proposed Legal expert will be responsible for directly implementing activities related to SO2: Improved Legal and Regulatory frameworks for the establishment of a transparent, effective, competitive power market in Tajikistan.
The expert should provide support in laying out a foundation for creating ultimately an Independent Electricity Regulatory Authority in Tajikistan, establishing the medium- and long-term targeted organisation and structure of the power subsector, and update the roadmap for reforms implementation; provide technical assistance for licensing Generation-Transmission-Distribution Operators, enhancing the technical, economic and financial regulations, reviewing the tariff methodology and the gradual tariff increase to achieve cost-reflective tariff by 2025; and lead the revision and completion of the National Transmission and Distribution Grid Codes.

Qualifications

  • At least Master’s Degree academic level in law or management, or in the absence of such Master’s Degree – an academic degree in a relevant field with more than 15 years of professional experience in energy sector law&policy;
  • Excellent command of English both written and spoken;
  • Knowledge of Russian language would be an asset;
  • Minimum 12 years of general professional experience in energy sector;
  • At least 5 years of working experience in developing and drafting regulations, and laws in the Renewable Energy sector;
  • Experience in providing legal advice or working closely with Generation / Transmission / Distribution operators;
  • Experience in establishing and developing tariff regulations for the transmission and distribution sector (would be an advantage);
  • Experience in providing capacity building and establishment of policy dialogue on development strategies, policies, and action plans in the Power Sector;
  • At least 1 year of working experience in the EU-funded Technical Assistance project is an asset;
  • Relevant experience in Central Asian countries would be an asset.
