Qualifications

Expert 1 – Team Leader – Category I

Qualifications and skills: 

A relevant university degree to at least Master’s Degree in public financial management, Economics, accounting , audit, public administration, public policy, business administration or, in its absence, a Bachelor's Degree in a related field together with equivalent professional experience of eight years in excess of the general professional experience duration fixed below. 
General professional experience: 
At least 12 years post-degree relevant professional experience in the field of public financial management.
Specific professional experience: 
At least 5 years of specific experience in PEFA, in the analysis and/or audit of PFM systems in developing or transition countries are required.
At least 2 experiences as a Team Leader carrying out a PEFA assessment are required.
Experience in Guyana and/or in the region would be considered an advantage.
 
Language skill:
Proficiency in oral and written communications in English.

Role: Team leader, overall coordination and oversight, PEFA quality control and reporting and preparation of PEFA reports.
 
Expert 2 – PEFA ASESSOR – Category II

Qualifications and skills: 
A relevant university degree to at least Master’s Degree in public financial management, Economics, accounting , audit, public administration, public policy, business administration or, in its absence, a Bachelor's Degree in a related field together with equivalent professional experience of four years in excess of the general professional experience duration fixed below

General professional experience: 
At least 6 years post-degree relevant professional experience in the field of public financial management.
Specific professional experience: 
At least 3 years of specific experience in PEFA, budget and public financial management, procurement, and public investment management in developing or transition countries are required. 
At least 1 experience as an expert part of a team carrying out a PEFA assessment is required. Experience in Guyana and/or in the region would be considered an advantage.
Language skill:
Proficiency in oral and written communications in English
 
Role: PEFA Assessor, country advisor, and reporting and preparation of PEFA reports.

Expert 3 – PEFA ASESSOR – Category II

Qualifications and skills: 
A relevant university degree to at least Master’s Degree in public financial management, Economics, accounting , audit, public administration, public policy, business administration or, in its absence, a Bachelor's Degree in a related field together with equivalent professional experience of four years in excess of the general professional experience duration fixed below

General professional experience: 
At least 6 years post-degree relevant professional experience in the field of public financial management.
 Specific professional experience: 
At least 3 years of specific experience in PEFA, Budget and public financial management, revenue management, data analysis, and government institutions in developing or transition countries are required. 
At least 1 experience as an expert part of a team carrying out a PEFA assessment is required. Experience in Guyana and/or in the region would be considered an advantage.
 
Language skill:
Proficiency in oral and written communications in English

Role: Assessor in specific areas relevant for the PEFA assessment
 
Expert 4 – Public Finance Legal Advisor– Category II Qualifications and skills: 
A relevant university degree to at least Master’s Degree in public financial management, Economics, accounting , audit, public administration, public policy, business administration, Law or, in its absence, a Bachelor's Degree in a related field together with equivalent professional experience of four years in excess of the general professional experience duration fixed below
 
General professional experience: 
At least 6 years post-degree relevant professional experience in the field of public financial management, and law. 
Specific professional experience: 
At least 3 years of specific experience Public financial legal framework, Parliamentary proceedings, audit in developing or transition countries are required. 
Experience in Guyana and/or in the region would be considered an advantage.
Language skill:
Proficiency in oral and written communications in English
