Project description

The project objective is that “Settled and migrating livestock keepers have improved
production base and drought resilience
”.
The project is to support remedying the core problem through investments in water storage
infrastructure (earth dam, valley tanks), improvement of services for livestock producers,
proper operation and maintenance (O&M) of infrastructure and sustainable watershed / water
resources management.
The foreseen project duration is 72 months, with a 4-year preparation and construction phase and a less consulting-intensive 2-year O&M phase.
To reach the project’s objective and fulfill the social safeguard standards (participation, FPIC), technically the project (and thus the IC) has two main fields of action (apart from general project management tasks):
a) Infrastructure and other investment activities (“engineering”) and
b) participatory processes (“soft measures and safeguards”).

Job description

  • Contribute to technical documents/specifications and tender documents for all procurement related to social and environmental measures including Environmental and Social Impact Assessment (ESIA)
  • Oversight of social and environmental project measures and achievements in accordance with approved log frame and time schedule and Environmental and Social Management Plan (ESMP)
  • Design of and oversight over the social capacity development measures of the project
  • Carry out the technical and contractual supervision of project personnel and contractors with regard to social and environmental measures, and especially community participatory processes
  • Assist the TL in M&E project reporting as appropriate

Qualifications

The Social Expert / Deputy TL should have the following qualifications / competences:
Postgraduate university degree in social studies or equivalent
Experience:

  • Profound working experience in emerging and/or developing countries
  • Preferably more than 7 years overall working experience
  • Preferably 5 years of experience in similar projects (community development; water
  • harvesting projects of similar type and size)
  • Experience with FPIC standards and implementation (more than 4 projects desirable)
  • Experience in conflict management (e.g. different land use interests, cross-border
  • conflicts especially in pastoral areas)
  • Profound experience of international standards with regard to Environmental, Social, Health and Safety (ESHS) aspects - at least 2 projects would be an asset
  • Experience in pro-poor project approaches and rural communities
  • Working experience in regions with similar socio-economic conditions
