Project description

The project aims to support the decentralization process in Rwanda by further developing and improving the existing Monitoring & Evaluation Information System (MEIS) of the Local Administrative Entities Development Agency (LODA). The project will support the implementation of relevant and adequate local infrastructure and social protection projects and that these are identified and monitored with the participation of the population and executed by local governments and are used and maintained to provide service delivery and boost local economic development. 

Job description

Tasks will include:
- Identification of user groups‘ training needs, anayslis of status quo of knowledge, stocktaking of existing training providers, offers and gaps,
- Coordinating closely and seeking alignment with other providers
- Curriculum development,
- Contribution to and supervision of updating and developing training material
- Contributing to and ensuring comprehensive capacity buildig programme is developed
- Working alongside service provider for e-learning component,
- (co-) facilitation of trainings and capacity building measures on various topics, inclusing on-the-job trainings (tentative topics include IT project managment, data protection, cyber security, user support systems)

Qualifications

· At least 3 years of training experience, including trainings given via a blended way using eLearning platforms and including conducting trainings for IT/digital tools (e.g. in the context of the introduction of new software) 
· Profound experience building online learning resources and scale these to large target groups 
· Experience in at least 4 similar projects, of which 2 in Sub-Sahara Africa 
· Ideally experiences on training about management information systems (MIS)
· Fluency in English, Kinyarwanda is an asset
