In the Governance Department, we focus on consultancy services financed by the European Union, GIZ, Swiss Development Cooperation and KfW worldwide, in the areas of governance, decentralization, public administration reform, peace and conflict resolution, support to civil society, urban development, climate adaptation, social protection
Within an operational department, a portfolio is a team of 6 professionals (consultants, junior professionals and administrative coordinators), covering acquisition, project management and further development of existing or new thematic areas. The portfolio managers are the third management level in the GFA. In consultation with the Department Director, he/she coordinates the portfolio’s human and financial resources, the project acquisition, project implementation and quality control.
The Portfolio manager (m/f/d) will be responsible for the Eastern Europe and MENA region within the Governance Department. She/he will work in coordination with and support of the other portfolio managers of the other regional portfolios

Job description

Your key responsibilities will include:


  • Coordination and management of a team of consultants, junior professionals and assistants
  • In close coordination with the head of department and the other portfolio managers, actively develop and implement strategies and processes for the department
  • Carrying and coordinating business development in the regional focus areas and in defined thematic focus areas
  • Leading the acquisition process for new projects, including coordination and elaboration of technical and financial proposals as well as selection of personnel
  • Supervision and quality control of management of on-going projects
  • Client and partner management, i.e. maintaining and establishing networks and professional relationships with donor agencies, beneficiaries, partner companies or institutions, subcontractors, individual experts
  • Ensuring knowledge management within your team and within the department

Qualifications

Your qualifications and skills:

  • University degree (MA) in development studies, political science, public administration, economics, law, finance or related fields
  • At least 7 years of professional experience related fields such as  governance, decentralization, public administration reform, peace and conflict resolution, support to civil society, urban development, climate adaptation, social protection
  • Full proficiency in written and spoken German and English, working knowledge of other languages (French, Spanish, Russian etc.) is an asset
  • Previous long term and short term work experience in Eastern Europe and MENA region
  • Familiarity with the German (GIZ, KfW) and European development sector and a well-founded understanding of the strategies and programmes of the relevant bi- and multilateral donor agencies
  • Proven ability to lead and manage intercultural teams
  • Willingness to travel abroad
  • Strong personal skills in communication, team work, reliability, efficient time management and resilience
  • Strong writing, presentation and communication skills; advanced proficiency in standard MS Office applications
