Project description
To strengthen procurement compliance and value for money in Gavi-funded programs, GFA Consulting Group is seeking experienced Procurement Specialists for upcoming Assurance Provider assignments.
Job description
The Procurement Specialist provides oversight and quality assurance across the entire procurement cycle for non-health commodities and services.
Key responsibilities include:
- Review and strengthening of procurement procedures and manuals
- Verification of procurement plans and alignment with approved budgets
- Review of ToRs, bidding documents and tender processes
- Participation as observer in tender evaluation committees
- Review of evaluation reports, contract award and contract management
- Identification of procurement risks and red flags (fraud, conflict of interest)
- Support to procurement-related payments and documentation
- Capacity building of procurement staff within government and PMUs
Qualifications
- Degree in Procurement, Supply Chain Management, Business Administration or related field
- Minimum 5–7 years of procurement experience in donor-funded projects
- Strong knowledge of international procurement standards and national regulations
- Experience with Gavi, Global Fund, UN agencies or development partners
- High integrity and strong attention to detail
- Fluency in English; French and/or Portuguese are required
- Experience working in fragile or high-risk environments
