GFA is currently tendering for several project to provide Local Fund Agent Services in francophone Africa. Theses project involve the provision of Local Fund Agent (LFA) services to The Global Fund to Fight AIDS, Tuberculosis and Malaria, in support of its mission to accelerate the end of these three epidemics. As a LFA, the selected entity acts as an independent and impartial third party responsible for assessing and verifying the performance, capacity, and fiduciary management of grant recipients in designated countries.
The LFA plays a critical role in The Global Fund’s risk management and assurance framework, supporting effective implementation and accountability of funded programs. The LFA’s work informs funding decisions, program oversight, and performance assessments throughout the grant lifecycle.
Job description
The Procurement and Supply Management (PSM) Expert will provide technical expertise and oversight on the procurement, storage, distribution, and management of health products financed by The Global Fund to Fight AIDS, Tuberculosis and Malaria. Working as part of the Local Fund Agent (LFA) team, the PSM Expert ensures that grant recipients implement efficient, compliant, and transparent PSM systems that support uninterrupted access to quality-assured health commodities.
Specific responsibilities include:
- Assess and verify the adequacy of procurement planning, product quantification, and supply chain management systems used by Principal Recipients (PRs) and Sub-recipients (SRs).
- Review and validate procurement procedures to ensure compliance with Donor policies, national regulations, and international best practices.
- Conduct on-site inspections of warehouses, central medical stores, and health facilities to verify stock levels, storage conditions, inventory records, and stock management practices.
- Monitor the timely procurement and delivery of health products, including medicines, diagnostics, and vector control commodities, in alignment with approved work plans and budgets.
- Identify and flag supply chain risks, including stock-outs, overstocking, product expiries, and inefficiencies in distribution mechanisms.
Qualifications
The Procurement and Supply Management (PSM) Expert for Health Products will at a minimum possess the following qualifications, skills and professional experience.
A minimum of 7 years relevant experience in managing or advising on the procurement, supply and use of health products, particularly in developing countries
- A Graduate Degree (MSc. equivalent) in Public Health, Pharmacy, Medicine or another related discipline.
- Professional training in procurement and supply management (PSM) of health products, logistics and/or public health.
- Experience in assessing policies, systems and structures in the public or private health sector relevant for managing effective and efficient access to pharmaceuticals and other health products, particularly for AIDS, TB and malaria
- Experience in the procurement of health products including regulations and tendering process;
- Experience in supply chain/logistics management systems
- A good understanding of AIDS, TB, malaria market dynamics and existing global supply challenges as well as international health products procurement and supply management practices
- Fluency in written and spoken English and French
