Project description

The project Responsible Land Policy in Uganda (RELAPU) is part of the global programme Responsible Land Policy that is implemented in several countries by GIZ. The project aims at improving the access to land, as a central precondition for poverty reduction and hunger in rural areas, has improved for certain population groups, especially for women and marginalized groups, in Central, Northern and Eastern Uganda. The RELAPU project focuses on three prongs which are:

  1. sensitisation and awareness raising of the local population on land rights and responsibilities,
  2. alternative land-dispute resolution, and
  3. documentation of land rights for rural smallholder farm households and issuance of land inventory protocols and, if possible, formal land certificates.

The RELAPU project has been working in Teso (Soroti & Katakwi districts), Eastern Uganda on customary land since 2016, and in Central Uganda (Mityana, Mubende, Kassanda districts) on Mailo land since 2017. As of 2020, the RELAPU project has started scaling up its activities in two new regions: Lango, Northern Uganda and West Nile, Northwest Uganda. This tender is responsible for the implementation of the project in two sub-counties in Amolatar district, scaling-up the process established by the GIZ RELAPU project in Teso and Dokolo district, Lango.

Job description

Description of the responsibilities and tasks of the mission:

  • Overall implementation of the project and the backstopping of the teams
  • Regular monitoring of project achievements and reporting
  • Coordination with GIZ RELAPU and PRUDEV and other partners working in the sector
  • Financial management and administrational responsibility
  • Technical backstopping and support
  • Monitoring and evaluation of the quality and quantity of land inventories and other results delivered by the contractors Assurance of compatibility of land inventories with Uganda national standards (e.g. NLIS)
  • Provision of technical and policy advice on customary land rights, conflict resolution processes, inventory activity efficiency, sustainability and overall project effectiveness


  • Education/training: University degree (master’s) in Geodesy, Geography, GIS Science or Land Management
  • Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages, and fluent in speaking Luo/Langi
  • General professional experience: 5 years of professional experience in land management on customary land in Uganda
  • Specific professional experience: 2 years of professional experience in and fit-for purposeland documentation of customary land in Uganda
  • Leadership/management experience: 3 years of management/leadership experience as project team leader or manager in a company
  • Regional experience: 4 years of work experience in Northern Uganda (region)
  • Development cooperation (DC) experience: 4 years of experience working on DC projects
  • Other: 2 years of professional experience with M&E systems, 4 years of professional experience with gender-sensitive approaches in Uganda
