Project description

The WBIF was jointly launched in December 2009 by the European Commission, together with the Council of Europe Development Bank (CEB), the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB Global) - the partner International Financing Institutions (IFIs), and the bilateral donors. Agence Française de Développement (AFD), Kreditanstalt für Wiederaufbau (KfW) and the World Bank Group (WBG) joined the Framework at a later stage. KfW, AFD and WBG became partner institutions in June 2017, December 2018 and March 2019 respectively.

The overall objective of the Technical Assistance (TA) operation is to improve the preparation and implementation of priority infrastructure projects at Western Balkans IPA Beneficiaries and regional level in the following sectors: Digital, Energy, Environment, Social and Transport. Specific results will include technical assistance, identification studies, pre-feasibility studies, feasibility studies and financial affordability analysis, Conceptual, Preliminary, and Detailed Design (CD, PD and DD), assistance in preparation of and during Tendering Process (TP), assistance during project implementation, budget and financing plans, tender documents and other technical assistance studies and services, for investment projects in energy, environment, social, transport and digital infrastructure.

Job description

The proposed Key Expert will act as Sectoral Project Manager for one of the relevant sectors. They will support the Team Leader in managing the sub-projects and will replace the Team Leader when necessary. He/she should be responsible for ensuring high quality performance of the main outputs and deliverables and the timing of implementation of sub-projects during the different phases (PFS, FS, CD, PD, DD, TP etc…) in the respective sectors. He/she will be responsible for the timely identification and mobilization of the senior and junior non-key experts, which will form the implementation teams of the sub-projects.

Qualifications

  • At least a Master's Degree (university or equivalent institution or a recognised professional qualification) in Engineering with specialisation in the relevant sector;
  • At least 15 years of relevant professional experience in the relevant sector 
  • At least 10 years managerial experience, of which 2 acquired years of working experience as team leader, in particular in coordinating simultaneously several multi-disciplinary and/or multicultural teams of senior professionals, ideally with international organisations EC / IFI (AFD,  EIB, EBRD, CEB, KfW, WB, etc.)
  • 10 years of experience of preparation of project documentation for infrastructure projects in the respective sector(s)
  • At least 10 years proven experience in implementing infrastructure project preparation studies, ideally for international financial institutions
  • 5 years proven experience in managing projects and multicultural teams outside his/her country of origin
  • 5 years of proven experience in the IPA Beneficiary countries would be considered as an advantage
  • Strong communication skills
  • Fluency in both written and spoken English
