Project description

Within DG INTPA, Unit F3 is responsible for different Commodity Bodies where it represents the EU and Member States with exclusive competence, including the International Coffee Organization (ICO). Since 2020, the ASRAFS project provides advisory service to DG INTPA F.3 on Sustainable Aquatic and Agri-Food Systems (SAAFS), thereby supporting EU's efforts to implement the Farm to Fork Strategy at the heart of the European Green Deal and achieve the Global Gateway and the SDG2. For this mission which run since 2022, ASRAFS has been supporting the unit in the framework of the ICO and its Coffee Public Private Task Force (CPPTF) and in particular with the facilitation of Technical Workstream 3 regarding policies of Importing Countries (TWS3 IC). This mission is mainly implemented by a Team composed by the senior agro-economist and a junior consultant. The Senior Non Key Expert will lead the implementation of key tasks under the guidance of the F3 Focal Point, providing technical inputs to advance sustainability and inclusive compliance within the coffee sector. This role requires collaboration with stakeholders, including external institutions, and facilitation of processes and dialogue between parties related to the compliance with EU and other importing countries regulations. 

Job description

Workstream 1: Facilitation of TWS3 IC and Meetings

  • Facilitate the TWS3 IC Community and convene regular TWS3 meetings, elaborate and prepare agendas with participating stakeholders and reporting outcomes.
  • Contribute to all relevant TWS meetings, with CPPTF coordination and meetings and engage with external stakeholders and institutions.
  • Follow and coordinate with other TWS of the CPPTF, notably on farmers’ income, value distribution, sustainability and transparency in the coffee sector.
  • Document and track insights and lessons learned from both coffee-related and other commodity discussions.
Workstream 2: Implementation and Follow-up on TWS3 IC Activities
  • Facilitate partnerships to ensure the transition and compliance with new policies,
  • Support ICO and partners to update and improve accessibility of the database of coffee projects and legislations.
  • Facilitate learning on coordination mechanisms of support to sustainability of coffee.
  • Guide stakeholders on compliance with regulations related to the coffee sector.
Workstream 3: Direct Support to INTPA F3 Policy Work
  • Support DG INTPA F3 in their role within the ICO and CPPTF, review documentation, and organise preparatory meetings for the statutory meetings.
  • Attend the International Coffee Council (ICC) meetings (upon request)
  • Attend coffee-related events or missions as requested by the mission’s focal point 

Qualifications

  •  At least a MSc degree in economics, agricultural science, political economy of agricultural and food markets, development studies or related fields;
  • Strong analytical capacity and proven facilitation and communication skills;
  • Full working knowledge of English with excellent writing skills, working knowledge of French and Spanish considered an asset.
  • At least 10 years of relevant work experience, especially in agricultural value chains, including in developing countries
  • Work experience in different type of institutions (research, public, private, NGO’s, farmers’ organisations…) and expertise in capacity development and access to finance of rural institutions
  • At least 5 years of experience in facilitation of complex, multi-stakeholder change and co-creation processes related to sustainable development at the local and global level;
  • At least 5 years of experience in policy preparation functions related to food, agricultural or trade policies.      Sound understanding of international and EU policies regarding inclusive economic development and trade;
  •  Proven representation and diplomatic skills.
  • Strong communication, collaboration, and team player skills
  •  Experience with agricultural commodities, with a particular focus on the coffee sector.
  • In-depth understanding of the interests of diverse stakeholders in agricultural commodities and ability to facilitate their positions in a coherent and effective dialogue process.
  • Sound understanding of international and EU policies regarding economic development and trade;
