Project description
The MENA Energy and Clean Tech Facility will aim to strengthen the technical capacity of partner countries in the MENA region to design and implement policies and regulations that encourage private sector investments in renewable energy, energy efficiency and clean tech. The support of the MENA Energy and Clean Tech Facility is expected to consist of
1) specific technical support in areas identified jointly with partner countries through policy dialogue,
2) Triangular Cooperation such as the organisation of study tours or technical assistance exchanges to facilitate technical knowledge or policy transfer between countries,
3) support dialogue through the organisation of conferences, seminars and workshops to exchange experiences and approaches and
4) support EU development cooperation projects through short-term demand-driven interventions.
Job description
Indicative responsibilities:
Conducting country and regional regulatory bottleneck diagnostics, regulatory reform mapping, de-risking matrices, policy notes, prioritisation of reforms affecting renewable energy, energy efficiency and clean-tech investment, in the Southern Neighbourhood, with particular relevance to the T-MED initiative, and coherence with MEDREG work.
Qualifications
Qualifications and skills:
- At least a Master degree in energy economics, energy law / regulation, public policy or another discipline directly relevant to energy-sector reform and investment climate analysis;
- Language skills: Proficiency in English on at least C1 level ( in accordance with CEFR) and advanced French of level C1. A good command of Arabic is considered an advantage.
General professional experience:
- At least 12 years of general professional experience in energy policy, regulatory reform, market reform, or investment-climate advisory work;
- Experience in multi-country or regional assignments would be highly relevant.
- Experience working with public institutions, regulators, utilities, and investor-facing stakeholders would be highly relevant.
Specific professional experience:
- 10 years of demonstrated experience in energy-sector policy and regulatory reform relevant to renewable energy, energy efficiency, or clean-tech investment;
- Experience in analysing regulatory bottlenecks and formulating practical recommendations to improve the investment climat:
- Experience working with ministries, regulators, utilities, and/or private-sector stakeholders on market-enabling reforms;
- Experience in regional or multi-country advisory assignments would be highly relevant;
- Experience in the Mediterranean / MENA region would be a strong advantage;
- Familiarity with Euro-Mediterranean regulatory cooperation and convergence processes would be an advantage;
- Familiarity with EU energy-policy approaches or acquis-related frameworks is considered an advantage.
