Project description

The Ministry of Health (MOH) of the Democratic Republic of the Congo benefits from the Global Fund grants intended to finance programs to fight against HIV/AIDS and Tuberculosis, and from GAVI Alliance grants for the strengthening of health systems and immunization campaigns in all their diversity. In order to optimize the management of health sector financing, the Ministry of Health created a support and management unit (CAGF) by Ministerial Order No. 1250/CAB/MINSP/075/2009 of 16 November 2009.
 The CAGF has been operational since 2011 and has mainly managed GAVI and the Global Fund to Fight AIDS, Tuberculosis and Malaria (GF) funding. SANRU is a further Principal Recipient only for Gavi that also falls under the oversight of the Fiscal Agent (only S5 activities/validation of transactions). 
The Global Fund's support for the fight against malaria, HIV-AIDS and tuberculosis in the DRC is divided as follows:

  • Grant TGF 1: Contribute to universal access to malaria control interventions for the population of the DRC (COD-M-MOH);
  • Grant TGF 2: Contribute to the development of the country by curbing the spread of HIV among individuals, families and communities (contribute to a 50% reduction in new infections and avoid at least 50% of deaths) (COD-H-MOH);
  • Grant TGF 3: Accelerating Universal Access to Tuberculosis Prevention, Care and Support Services (COD-T-MOH);
  • Grant TGF 4: Supporting the general health system (COD-S-MOH);
  • Grant TGF 5: Supporting deficiencies in fighting the Global Fund diseases which have been caused by the Covid-19 crisis (C19 RM)

Job description

As part of a replacement, the GFA fiscal agent team in the DRC is looking for a
 Senior Financial Management Specialist – Management of Global Funds Grants.
In line with the General Terms of the project “Fiscal Agent for The Global Fund to Fight AIDS, Malaria and Tuberculosis” the Senior Financial Management Specialist is responsible for:

  • Management, Guidance and Overall supervision of the accountants of his team including but not limited to operations meetings, staff organization – subject to agreement with the Team Leader of the project, staff productivity and staff morale;
  • With assistance by the accountants responsible for approvals and authorizations of all payments including active participation in all major approval and authorization problems and payment procedures education events; timely payments, cash management, and financial reporting of the assigned Principal Recipient to The Global Fund and Sub Recipients to the Principal Recipient; 

In more detail:

  • Supervising his team of local Financial Management Specialists
  • Advisory role for the PRs/SRs and support to the PRs/SRs in all questions regarding procedures, compliances and documentation necessary for a professional internal control system at PR level
  • Capacity building in all aspects of compliance to procedures established and to the points mentioned above
  • Responsible for the implementation/elaboration of procedures manual analysis and elaboration of recommendation, the PR approval process analysis, market price evaluation, analysis of the possibility to reduce cash management, monthly forecast and activity planning meetings at the PR level and all other financial management activities of the ToR
  • Supervision of the payment request review, final approval of payment and activity requests
  • Support the PR in the follow-up on auditor findings and in preparing an action plan addressing audit finding
  • Attend Audit entry, debriefing and exit meetings 

In addition, the expert will be responsible for

  • The implementation of the work plans of PRs/SRs he/she is in charge for
  • Any other activities necessary to fulfill the Fiscal Agent responsibilities as described by the Terms of Reference or assigned by the Fiscal Agent Team Leader;
  • Capacity Development Trainings assigned by the Fiscal Agent Team Leader & Capacity Building expert
  • Progress monitoring and on –schedule reporting to the Fiscal Agent Team Leader;
The expert will take part to the elaboration to be provided by the fiscal agent, especially he will be responsible for: 
  • Delivery of quarterly report related to financial management
  • Monthly Budget variance analysis
  • Report of Key Performance Indicators

Qualifications

  • University degrees in finance, economics, management, legal studies, policy development or equivalent
  • More than 10 years of experience in financial management, auditing, accounting, controlling or business administration
  • 5 years of experience in Capacity Building, such as organization of training and/or daily coaching and mentoring
  • Certified Fraud Examiner (CFE) or equivalent will be an advantage.
  • Working experience in RDC or in sub-saharan / Central Africa
  • Working experience as Local Fund Agent would be an asset
  • Working experience in international donor-funded projects would be an asset, particularly for The Global Fund or GAVI
  • Ability to maintain confidentiality and to work independently on sensitive issues
  • Proficient in both written and verbal communication, with exceptional interpersonal skills, diplomacy, and pedagogical abilities
  • Demonstrated experience working effectively with senior executives within government agencies
  • Ability to work under pressure and to deliver within agreed time frames
  • Fluency in English and French
