Senior Legal Expert – Team Leader for Component 2 "State Aid"
The overall objective of the project of which this contract will be a part is as follows:
To support the Government of Kosovo to further develop its institutional capacity to create the basis for sustainable economy standards in line with the EU acquis and the SAA requirements.
The purpose of this contract is as follows:
To contribute towards ensuring a competitive environment in Kosovo and a higher level of discipline in state aids by increasing and strengthening the efficiency and effectiveness of administrative capacities in the fields of competition and state aid and ensuring the approximation of legislation in these fields with the EU legal framework.
Results to be achieved by the Contractor
The institutions in charge of Competition and State Aid are capable to perform their duties in the respective fields and the Kosovo legislations in Competition and State Aid are further aligned with the EU acquis.

• To increase and strengthen the efficiency and effectiveness of administrative capacities in the fields of competition and state aid and to ensure the approximation of legislation in these fields with the EU legal framework.
|•Will have overall responsibility for the implementation of the Component 2 "State Aid";|
•Will support the coordination between all beneficiaries;
•Will be responsible for coordinating the experts’ team in all daily activities for Component 2; Organising and overseeing administrative and logistic project support;
•Will coordinate, supervise and assure quality with regards to non-key experts – should ensure that all experts provide high quality deliverables;
•Will ensure timely delivery of the reporting and will attend the Steering Committee meetings;
•Will liaise with the Beneficiary and other relevant institutions in Kosovo*, with the Steering Committee members and the Contracting Authority;
•Will provide regular and ad-hoc consultations to the Contracting Authority, the Beneficiary and the recipient institutions; propose corrective measures, when necessary;
•Will co-ordinate with the relevant civil society organisations, other donors and co-operation projects;
•A university degree (Bachelor or equivalent) in Law. A Master in Law is considered as an advantage.
