Project description

The Technical Assistance is expected to have the following three strategic areas (specific objectives):

  1. Promote improved nutrient intake through measures to change social behavior, with particular focus on gender and disadvantaged groups regarding nutrition;
  2. Increase access to, and quality of, nutrition-related services to citizens at sub-national level;
  3. Strengthen multi-sector governance for improved nutrition.
The TA team will be embedded in national structures and will have to work in close synergy with other complementary TA and existing systems with the following tasks:
  1. Development of tools/toolboxes such as, indicatively, ''Annual Costed District Nutrition Sector Plans'' which beside health include nutrition sensitive agriculture, water and sanitation, education and others;
  2. Organization of media events, production of media packages on key deliverables/results of the action, and implementing the EU communication & visibility plan;
  3. Development of policy papers on the gender-nutrition linkages, amongst others, in order to promote the mainstreaming of crosscutting issues.

Qualifications

Apart from international work experience, the experts we are looking for will have:

  • A Postgraduate Degree in food and nutrition, nutrition epidemiology or agricultural economics combined with a Master Degree in public health, multisectoral governance and/or nutrition
  • A minimum of 7 years’ experience in various sectors related to food security and nutrition (e.g. health, agriculture, education, water or governance) and implementing at least one sector reform program funded by EU or other donor;
  • At least one experience in supporting public sector reforms, institutional planning and budgeting and capacitydevelopment in decentralization processes (fiscal, political, administrative);
  • Experience in implementing food security, nutrition services, in particular in health services delivery;
  • Expertise in policy and multi-sectoral strategy advice at national and decentralized level (ideally in nutrition policy);
  • Experience in leading policy dialogue, capacity development, communication and partner coordination;
  • Working experience (as a team leader)  in South East Asia will be an asset;
Fluent oral and strong analytical, written English communication skills are required.
