Project description

The European Commission Service for Foreign Policy Instruments (FPI) and the Directorate-General for Communications Networks, Content and Technology (DG CONNECT), in collaboration with the European External Action Services (EEAS), launched a project to promote the establishment of an “International Alliance for a human-centric approach to Artificial Intelligence”.
The project aims “‘to contribute to the setting up of a framework for ethics and trust to enable the growth of AI in accordance with EU and universally recognised values and prepare the ground for global alliance building in this field”.
One of the key goals of the project is to provide support to the Commission Services in preparing technical discussions to be conducted under bilateral policy dialogues with like-minded countries (such as Australia, Canada and Japan), and to assist in promoting the networking and partnership-building to explore engagement opportunities for joint activities with key partners.

Please mind that we are also seeking experts beyond this project, that suit the qualifications listed. We have frequent demand for these profiles and thus encourage applicants to apply, even if they are not available for this particular project.

Job description

For the implementation of the project, GFA is looking for various senior experts for short-term assignments.
The assignments aim to provide, under the direct guidance of the project key experts, support to design and conduct a mapping of the human-centric AI landscape in several countries and regions worldwide (starting with Australia, Canada and Japan), identifying key stakeholders and analysing the relevant policy and research activities under implementation or planned.
To this end, the experts are expected to conduct the following tasks:
·       Support in designing the approach for mapping human-centric AI landscape in Australia, Canada and Japan
·       Identification and mapping of key stakeholders for human-centric AI in Australia, Canada and Japan
·       Overview and analysis of the human-centric AI landscape in several countries and regions worldwide (starting with Australia, Canada and Japan)


General professional experience 

  • Minimum of 7 years full-time proven post-graduate experience relevant to the assignment; 
  • Experience in technology-policy and/or research and innovation would be an advantage. 
Specific professional experience 
  • Proven professional experience in the field of AI policy and/or research and innovation; 
  • Proven relevant experience within the target country/region would be an advantage. 
Qualifications and skills 
  • University degree in a discipline relevant to the subject of the assignment (or alternatively 3 years of proven relevant experience additional to the requested minimum of 7 years of general professional experience);  
  • PhD in a relevant discipline is considered an advantage; 
  • Full proficiency in English and excellent writing skills; 
  • Good knowledge of French would be an advantage; 
  • Knowledge of the language of the target country/regions may be necessary; 
  • Ability to use independently standard office software and Internet applications; 
  • Capacity to work in a team and under time pressure.
